GPPAC Publication: Peace and Security in Northeast Asia – The New Normal?


The publication Peace and Security in Northeast Asia: The New Normal was launched in Ulaanbaatar, Mongolia on September 13, 2022 on the occasion of the eighth meeting of the Ulaanbaatar Process, a civil society-led dialogue for peace and stability in Northeast Asia.

This collection features perspectives on peace and security in Northeast Asia, a region still characterized by Cold War-era political interactions, charged with fierce rhetoric, and lacking institutional mechanisms for peace and security. Based on their rich experience as activists, thinkers, and academics in spheres including diplomacy, military strategy, the feminist movement, and youth engagement, among others, our contributors aim to shed light on the following topics:

  • How, in the aftermath of the Covid-19 pandemic and in the shadow of a European war, can Northeast Asian civil society organizations carry out the important task of building peace?
  • What scope is there, at present, for regional or international cooperation on the challenges identified?
  • What scope is there for a pivot towards peace in these circumstances?
  • What opportunities exist in the “new normal” to address not just emerging challenges but also the seemingly intractable problems that have persisted in the region?

This volume is the third in a series of publications, with previous publications in 2017 and 2019 launched as the first such initiative to bring together voices of civil society experts from all countries represented in the stalled Six Party Talks. Contributors are all involved in various initiatives for peace and denuclearization in Northeast Asia, and united by their involvement with the Global Partnership for the Prevention of Armed Conflict (GPPAC). The volume was edited by Anjeli Narandran and Annelise Giesburt, and coordinated by Meri Joyce.

The Ulaanbaatar Process, launched by GPPAC in 2015, supports the creation of conditions of peace and stability in Northeast Asia through the promotion of greater civil society dialogue and interaction. It is co-convened by Mongolian NGO Blue Banner and GPPAC Northeast Asia, and since 2021 is being carried out with co-funding provided by the European Union’s Instrument contributing to Stability and Peace (IcSP). This is being implemented by the GPPAC Foundation in cooperation with Peace Boat, the Regional Secretariat for Northeast Asia, and the Mongolian NGO Blue Banner, for a three-year period.

The editors of this volume and conveners of the Ulaanbaatar Process sincerely hope that both the continued efforts of the Process and the perspectives communicated through this volume will contribute to further building of the mutual understanding, respect and collaboration so crucial in the path towards a truly peaceful future for the Northeast Asian region.
