We Watch Abuse of Power and Corruption from National Institutions

# National Intelligence Service (NIS) Reform # The Abolishment of Special Activity Expenses #Limited Employment of Senior Public Officials #Anti-Corruption 

 

We have held a campaign to revise the NIS law to reduce the authority and strengthen control of the NIS

NIS can collect not only information on foreign and North Korea but also domestic security information and has investigative authority. With this powerful authority, NIS is repeating illegal and law-evasive acts such as illegal inspection, intervention in domestic politics, and espionage. However, the device that can supervise and counteract the NIS is nominal. Even the National Assembly's Intelligence Committee is not properly supervising the NIS due to lack of expertise and the NIS' refusal to submit data and testify. Though Moon Jae-in government abolished the intelligence information systems officer (IO), NIS can be used as a tool to maintain the regime in accordance with the president's intention at any time if he does not enact the laws for the reform of NIS. In response, the People's Solidarity for Participatory Democracy (PSPD) has carried out a number of activities to urge the full revision of the NIS law. PSPD continued to pressure the National Assembly by inspecting the NIS's reform, asking the NIS to find out the budget hidden in other agencies' budgets, and filing a petition for a one-man protest and press conference calling for the NIS law's passage within the year, as well as filing an constitutional appeal for not being able to attend the National Assembly's Intelligence Committee's subcommittee.

 

We have kept surveillance on trial and investigation for abuse of Lee Myung-bak and Park Geun-hye government

The investigation and trial of the two former presidents we accused took place throughout 2018. We continuously expressed our position, every time when events like arrestment of Lee Myung-bak, former president, and verdicts for first and second trial of Park Geun-hye, also the former president, alleging the arrest and court's sentence should be significant punishment suitable for the crimes they made. The Supreme Court sentenced Won Se-hoon, former head of NIS, to prison in April 2018, in connection with the NIS' alleged involvement in the presidential election accused by us in 2014.

 

We began monitoring the operation status of the Employment Restriction System to prevent illegal reemployment of retired public employees

In August 2018, when it was revealed that retirees from the Fair Trade Commission were illegally reemployed, there was renewed criticism that the employment restriction system was poorly implemented. In response, we released a report on the status of property audits by high-ranking government officials and the operation of the employment restriction system after retirement. In addition, we requested the Board of Audit and Inspection (BAI) to make an audit of whether the government's ethics committee is strict about job screening for retired public employees and asked the Ministry of Personnel Management (MPM) to disclose the materials related to job screening. Moreover, as we though strict system management would be difficult as long as the employment restriction system and other ethics work are under the control of MPM, we called for the establishment of an anti-corruption organization and the transfer of public service ethics to the organization.

 

We led the abolition of unprofitable special activity expenses of government agencies

Over the past few years, special activity expenses have been criticized as budgeting in the blink of an eye because they have not been routinely documented. We focused on efforts to correct the government's implementation of special activities in 2018. We carefully monitored the operation of special activity expenses, releasing issue report by the Supreme Court and the Unification Advisory Council for Democratic and Peaceful Reunification through applying the eight government agencies for information disclosure of special activity expenses detail,  issuing issue report on the special activity expenses management and supervision of 20 state agencies, and <Inspection and Evaluation of Service Which Obtained Special Activity Expenses in the 2019 Budget Bill>. As a result, the National Assembly drastically reduced special activity expenses in 2019, and five other agencies, including the Supreme Court, have abolished them altogether.
