Editor”s Note

One of the major action body of the People”s Solidarity for Participatory Democracy is the Transparent Society Campaign Centre, established in 1996. At the moment the Centre focuses on enactment of Anti-Corruption Law which is expected to eliminate corruption in society to a large extent. Thus, the Centre”s campaign for the enactment of Anti-Corruption Law is reported in detail. In addition, papers concerning activities against corruption in Asian countries are also published in this issue. The papers were actually read in the Conference organised by the PSPD and sponsored by the Fridrich Ebert Stiftung. Particularly three examples are published concerning “Economic Cost of Corruption or Economic Crisis and Corruption”: Fight against Corruption by Dr. Nualonoi Treerat which illustrates corruption and the Thai people”s fight against it; Dr. Adi Andojo Soctjipto”s paper examines material of anti-corruption joint investigation team used at the work meeting between the attorney general and the committee of the legislative assembly of Indonesia; and Dr. Segundo Romero”s paper tries to look for civil society-oriented measures for transparency and accountability in Philippines.

Two papers are particularly focus on the ASEM 2000 held in Seoul in October. Lee Daehoon shows us a brief history of the ASEM and scrutinises its various aspects critically in ‘Rethinking ASEM and the Role of Social Actors.’ In the mean time, Cho

Hyo-je overviews the ASEM 2000 particularly the People”s Forum. It is the summary of the report by International Cooperation Committee of the ASEM 2000 People”s Forum.

Both papers will, I hope, give you some ground on which you can reconsider the role of the ASEM and its significance in society.
Three papers in this issue is related to NGO conferences in Asia. Cho Hee-yeon”s paper was read in Asian NGO Fair under the title of ‘Empowering Conference of Asia”s NGO”s’, in Taipei in November last year. Park Won-suck of the PSPD reports what had been going on during the fair. He reports the Fair day by day and also gives some critical comments on the programme. He also interviewed with Mr. Lin Cheng-Hsui, director of the Bureau of Civil Affair of the City of Taipei. On the other hand ‘How to Build Transitional Justice’ by Kim Dong Choon is a report after participating the Annual National Workshop entitiled ‘Transitional Justice Determining the Quality of Indonesia”s Future Democracy’ held in Indonesia in 22 – 24, November, 2000.

As published in the last issue, the Recourse Centre for Asian NGO”s at Sungkonghoe University had completed “the Leadership Programme for Migrant Workers in Korea” for 10 weeks. The Centre plans to continue its programme focusing on migrant workers issues in Korea. First of all a programme for all the activists and volunteer workers for migrant workers is planned, which is for the enhancement of mutual understanding of Asian peoples in Korea. Second, a computer training programme for migrant workers is specially being prepared. During the leadership programme, the Centre conducted a survey on migrant workers” communities; when they were created; how many member do they have; how do they run the communities; and what are problems with them, and so on. The survey and its result is published in this issue written by Kim Aehwa.

One Japanese Civil Organisation of significance, Asian People”s Friendship Society(APFS), is introduced in this issue. The APFS was created in 1987 and since then the organisation has supported activities of migrant workers in Japan and has fought for their rights in Japan. The profile and activities of the APFS is briefly given in this issue.

The editorial board of the Asia Solidarity Quarterly is a bit disappointed and discouraged because there have been few responses or comments on the quarterly.
