Campaign for Citizens’ Inspection on Seoul Mayor Oh Se-hoon

Why we request citizens’ inspection on Mayor Oh



Seoul Mayor Oh Se-hoon has been refusing to attend the Seoul Metropolitan Council meetings since the Council had passed the ordinance supporting “eco-friendly free school meal” on Dec. 1, 2010. In addition, Mayor Oh placed an ad against free school meal in violation of the election law. Inevitably, the entire damage resulting from such illicit moves by local governors will affect residents. We, hence, urge the Board of Audit and Inspection to thoroughly investigate the case so that this may not be repeated again in the future.


I. “Dereliction of Duty”

On Dec. 1, the ordinance of eco-friendly free school meal had been passed in the Seoul Metropolitan Council. Seoul Mayor Oh who is oppposed to the full implementation of it has been refusing to attend the Council even during the period of budget deliberation. This is the violating of Article 42-2 of the Local Government Act that local governors and relevant public servants must attend councils and give answers, required by local councils or their committees. The thing that a local governor has been refusing to attend the City Council is a case of serious dereliction of duty. Therefore, inspections should be implemented on Seoul Mayor Oh, so that such type of dereliction of duty by local governors can be prevented.


2. “Budget Waste”

Mayor Oh wasted 380 million won by placing an ad with a photo of a little naked boy against free school meal while refusing to attend Council meetings. He spent budget not on PR policies of Seoul Government but on an ad denouncing the budget of free school meal suggested by the Seoul Metropolitan Office of Education, which is explicitly unlawful. As the National Election Commission officially confirmed and pointed out that the ad is in violation of the election law, there is an imperative need of holding inspection for corrective measures and disciplinary actions on those in charge.


3. “Spread of False Information”

Mayor Oh triggered a legal action by the Seoul Metropolitan Office of Education after he put an ad with false information against free school meal in daily newspapers. It is explicitly wrong that the money for free school meal, the ad says, caused to cut the budget for low-income families. Such an intentional vicious mention trifled with Seoul citizens. Therefore, just legal actions should be taken to repremand Seoul City for the false ad.
 

4. “Human Rights Infringement and Election Law Violation”

Seoul City used a photo of a little naked boy in an newspaper ad to proclaim its opposition to free school meal, which is absolutely unacceptable anti-human rights behavior. They did not receive a prior consent of the boy’s parents for the photo composite for using the boy’s face. That clearly infringed on the human rights of the boy. The Board of Audit and Inspection must conduct inspections on the human rights infringement and election law violation by Seoul City and take actions to prevent recurring.
