An Independent Investigation Office should be appointed to re-investigate illegal surveillance of civilians and politicians


Confirmed involvement of the Blue House necessitates reinvestigation


Yesterday(11/17) MP Lee Suk Hyun of the Democratic Party revealed the Civil Service Ethics Division of the Prime Minister’s Office (in short Ethics Division) illegally investigated civilians in addition to Mr. Kim Jong Ik . From this, it became clear that the investigation over the illegal surveillance of civilians was not unreliable investigations but rather intended to be shrink; the prosecution did not look into the people in the hihger ranks, indicted several working level people, and investigated limited victims revealed by the PD Notebook, deliberately overlooking other surveillances and the intent and the background of surveillances. 


Meanwhile, an executive official of the Blue House suveilled politicians regardless the ruling party or opposition parties including former representative of the Democratic Party(DP) Jeong Se Kyun and an MP of the Grand National Party(GNP). Reinvestigation is enevitable in that new evidence and phases that the Blue House has been deeply involved in surveillances on civilians and politicians turned out. The National Assembly must appoint special prosecutors for investigating the surveillance cases to seek the truth.
 
MP Lee Suk Hyun of the DP claimed even entertainment companies and celebrities had been investigated, opening a notebook copy of Joong Ki Kwon, who had convicted of illegal surveillance dispatched to work at the Prime Minister’s Office. The fact that they undercovered the PD Notebook and photographers were surveilled was also revealed.  The MP claimed that the Blue House directly carried out surveillance mentioning executive official of the Blue House Lee Chang Wha was in charge of doing undercovering work on former representative of the DP, Jeong Se Kyun, MP in the faction of Park Geun Hye in the GNP,* Lee Seong Heon, the wife of the GNP MP, Jung Doo Un, former director of the National Intelligence Service, Kim Sung Ho, and the wife of a former deputy general manager of the National Intelligence Service, Oh Hyun Jun etc. under the direction of Park Young Jun, Vice Minister of Knowledge Economy before opening the Ethics Bureau of the Prime Minister’s Office.


The official was transferred to the Ethics Bureau in September 2008 and seemed to continually take duties of surveillance. MP Lee Suk Hyun acquired a report analyzing the computer hard disk of the Ethics Bureau to demonstrate that the incident involving Mr.  Kim Jong Ik as a victim was reported to the Blue House and the Prime Minister.


According to MP Lee, the Blue House had supervised the surveillance from the beginning and continued to receive reports even after the establishment of the Ethics Bureau with full-scale. The information named “records of handling orders, 2008.” obtained by the prosecution listed names of 15 feagures of politics, the authorities, and economy. The prosecution repeatedly states that they were already aware of the fact, but do not have any evidence that the Blue House and other higher ranked people were involved. The surveillance focused on those opposing MP Lee Sang Deuk and involved with candlelight vigils, which indicates second vice-minister of Knowledge Economy, Park Young Jun and MP, Lee Sang Deuk, maneuverred from behind.


This is the case of unoffical abuse of power. Since the prosecution turned their blind eyes to who are behind, they can no longer justify their refusal to reinvestigation. However, the case cannot be handed to the prosecution in that the prosecution is responsible for secretive investigations to shrink the case and became the subject of investigation itself. The National Assembly should get a move on establishing an  investigation office on high ranking officials’ corruption and crimes independant of the prosecution and the authorities before shrouded in the dark. We cannot wait for the establishment of the office indefinitely. The National Assembly must appoint special prosecutors to probe illegal surveillance of civilians and politicians, and the direct surveillance by the Blue House and the involvement of the Blue House through giving falsely registered phones or ‘daepo phone’, the prosecution’s shrinking secretive investigation etc.


* MPs of the Grand National Party mainly belong to two factions; one is a faction of Lee Myung Bak(current president) and the other a faction of Park Geun Hye(daughter of late president Park Chung Hee)
