로힝야 학살 3주기, 팬데믹 상황에서도 정의를 위한 전진은 계속 되어야 합니다

8월 25일은 미얀마 정부에 의한 로힝야 집단 학살이 벌어진 지 3년 째 되는 날입니다. 그러나 살인, 방화, 성폭행 등으로 수만 명의 사망자가 발생하고 80만 명이 탈출해야 했던 이 끔찍한 범죄에 대한 진상 규명과 책임자 처벌은 아직 이뤄지지 않았습니다. 특히 열악한 난민 캠프에 코로나 확진자가 발생하면서 생존자들은 더욱 고립되고 있으며 지원단체들의 지원도 어려운 상황입니다. 

 

이에 로힝야와 연대하는 한국시민사회모임은 오늘(8/24) 로힝야 학살 진상규명, 책임자 처벌, 로힝야 시민권 회복을 촉구하는 기자회견을 개최하였습니다. 기자회견 참가자들은 한국의 30개 시민단체의 공동성명을 발표하고, 미얀마 대사관에 전달하였습니다.(*정부의 사회적 거리두기 방침에 따라 오전 기자회견은 10명 이하의 인원으로 진행하였습니다.)

 

더불어 오후 2시부터는 로힝야 문제 현황과 전망 그리고 관련 기업의 문제를 짚어보는 온라인 행사(웹세미나)를 진행하였습니다.

팬데믹 상황에서도 정의를 위한 전진은 계속 되어야 한다

 

2017년 8월 25일에 시작된 미얀마 정부의 로힝야 사람들에 대한 집단 학살이 발생한지 3년이 되었다. 그러나 수만 명의 사람이 사망하고, 방화와 성폭행이 자행되고, 80만 명이 탈출해야 했던 끔찍한 범죄에 대한 진상 규명과 책임자 처벌은 아직 이뤄지지 않고 있다.

 

2020년 1월 23일, 국제사법재판소(ICJ)는 미얀마 정부에 로힝야 사람들에 대한 집단학살을 막기 위한 모든 조치를 취할 것을 명령하였고, 국제형사재판소(ICC)는 수사중이다. 한편 UN은 이 집단학살에 대한 증거와 관련 정보를 계속 수집하여 보고서를 내고 있다. 하지만 여전히 수 십만 명의 로힝야 피난민들은 방글라데시 난민캠프에서 힘겨운 삶을 이어가고 있고, 누구도 처벌받지 않았다.

 

미얀마 정부는 여전히 로힝야 사람들에 대한 학살을 부인하고 있으며, 로힝야 피난민들에 대한 안전한 귀환 방안도 제시하지 않고 있다. 집단학살을 인정하고 로힝야 사람들에게 용서를 구하는 미얀마 내부의 목소리도 거의 찾아보기 힘들다. 방글라데시 난민캠프 뿐만 아니라 인도양을 떠도는 배 안에서 인신매매 범죄에 노출되고 있는 수많은 로힝야 사람들의 인도적 위기에 대한 국제사회의 대응도 미흡하기만 하다.

 

코로나 19 팬데믹은 인도적 위기에 처한 로힝야 사람들을 더 절망으로 몰아가고 있다. 코로나 바이러스는 집단 학살의 트라우마와 열악한 캠프 환경과 싸우고 있던 방글라데시 난민캠프의 로힝야 사람들을 비켜가지 않았다. 안타까운 것은 난민캠프에서 발생한 코로나 위기에 대응할 구호와 지원마저 차단되고 있다는 점이다. 국제사회는 집단학살을 피해 도망친 이들이 만난 전대미문의 전염병 위기를 해결하고 피해자들을 보호할 뾰족한 답을 내놓지 못하고 있다. 

 

한국 정부의 대응 또한 소극적이다. 한국 정부와 기업이 이 집단학살에 침묵하고 가해자들과 손을 잡는 것은 우리 사회가 지켜온 민주주의와 인권의 가치에 도전하는 것과 다름없다. 그동안 우리는 한국 기업의 미얀마 투자가 미얀마 군부가 운영하는 기업과 연관되거나, 로힝야 사람들의 인권침해와 연루되어서는 안 된다고 강조해왔다. 더불어 한국의 공적개발원조(ODA)의 신중한 지원을 요청해왔다. 또한, 한국 정부에 코로나 확산으로 위기에 처한 로힝야 난민캠프에 대한 인도적 지원을 확대해 줄 것을 요구했다. 하지만 유감스럽게도 이러한 요구들은 제대로 받아들여지지 않았다. 

 

끔찍한 범죄를 저지른 이들을 처벌하고 피해자가 안전하고 존엄하게 살 수 있도록 하는 것은 모든 공동체의 의무이다. 코로나 19 팬데믹이 이 의무를 저버리는 핑계가 되어서는 안 된다. 한국시민사회는 로힝야 학살 3주기를 맞아 집단 학살 피해자들을 추모함과 동시에 우리가 한국에서 할 수 있는 일들을 해나갈 것을 다짐하며 미얀마 정부와 한국 정부에 다음과 같이 요구한다.

 

하나, 미얀마 정부는 ICJ의 명령을 즉각 이행하고, ICC의 수사에 적극 협조하라.

하나, 미얀마 정부는 로힝야 난민에 대한 안전한 귀환과 정착을 위해 모든 조치를 다하라.

하나, 한국 정부는 미얀마에 대한 공적개발원조(ODA)와 한국 기업의 투자가 미얀마 군부와 연관되거나, 로힝야 사람들의 인권침해와 연루되지 않도록 노력을 다하라.

하나, 한국 정부는 코로나 19 팬데믹으로 심각한 위기에 처한 로힝야 난민캠프에 대한 인도적 지원에 즉각 나서라.

[Joint Statements of Korean Civil Society in Solidarity with Rohingya]

The Third Rohingya Genocide Remembrance day: We must move forward for justice even during the pandemic.

 

It has been three years since the Myanmar government committed genocide against Rohingya on August 25th 2017. Thousands were killed, arson and sexual violence were committed, and as a result, 800,000 Rohingya people fled to save their lives. However, a full-scale of truth-seeking investigation over the genocide has not proceeded with no perpetrators left punished.

 

On January 23rd 2020, the International Court of Justice (ICJ) has ordered the Myanmar government to take all measures within its power to prevent the genocide from continuously taking place against Rohingya and International Criminal Court (ICC) launched an official investigation. Meanwhile, the UN has been gathering evidence and information about the genocide and published reports. However, Rohingya refugees continue to face challenges in Bangladesh refugee camps and yet none of the perpetrators was punished. 

 

Even now, the Myanmar government denies the genocide against Rohingya and has not taken any measures to guarantee safe repatriation. Acknowledgement of genocide and apologies toward Rohingya are hardly found in Myanmar. Moreover, the international community response has been insufficient not only on Bangladesh refugee camps but also on Rohingya stranded at sea who were exposed to human trafficking. 

 

The COVID-19 Pandemic has put Rohingya who is already in humanitarian crises in more despair. Rohingya in Bangladesh refugee camps who has been struggling with trauma from genocide and the camps with poor conditions are not safe from COVID-19. Unfortunately, relief and assistance to correspond COVID-19 in refugee camps were reduced. The international community has failed to take effective measures to address COVID-19 crisis and protect victim-survivors who fled from genocide.

 

The Korean government has been passive in response as well. The Korean government and corporations remain in silence on the genocide and continue a ‘business as usual’ relationship with the perpetrators, which is nothing but a challenge to value of democracy and human rights that our society has tried to nourish. We have continually emphasized that Korean corporations’ investment should not associate with corporations run by the Myanmar military or should not violate human rights of Rohingya people. In addition, we have called for selective assistance of the Korean Official Development Assistance(ODA). Moreover, we have requested to expand the humanitarian support to Rohingya refugee camps threatened by COVID-19. Nonetheless, our demands were not properly accepted. 

 

It is everyone’s responsibility to end impunity of those who have committed crimes and support victims to live safely with dignity. COVID-19 must not be used as an excuse to ignore such responsibility. Commemorating the victims of genocide, the Korean civil society is determined to continue to take actions in Korea and demands the following: 

 

First, the Myanmar government must immediately execute orders by ICJ and actively cooperate with ICC’s investigation. 

Second, the Myanmar government must take all measures for safe repatriation and settlement of Rohingya refugees.

Third, the Korean government must be vigilant in ensuring that ODA to Myanmar and investment of Korean corporations are not associated with the Myanmar military or human rights violation of Rohingya.

Fourth, the Korean government must immediately deliver humanitarian assistance to the Rohingya refugee camp that faces a heightened risk of COVID-19.
