버마 군사정권의 영구집권 음모를 규탄한다!

아웅산 수치를 석방하라!


버마 군사정권이 우려한대로 결국 아웅산 수치의 정치복귀를 결코 허용하지 않겠다는 야욕을 드러내었다. 가택연금해제를 눈앞에 두었던 버마 민주화의 상징 아웅산 수치여사는 계속 사실상의 구금상태에 놓이게 되었으며, 버마의 민주주의를 염원한 세계인의 희망은 또다시 좌절되었다. 2009년 8월 11일, 버마 법원은 미국인 한명이 아웅산 수치 여사의 집에 침입한 것과 관련하여, 가택연금조건을 위반한 혐의로 아웅산 수치여사에게 3년형을 선고하였다. 그리고 버마 군부는 선고 후, 법정에서 최고지도자 딴쉐의 성명을 통해 선심 쓰듯 3년형을 18개월의 가택연금으로 감형하였다고 발표하였다. 올해 5월로 예정된 아웅산 수치여사의 가택연금 해제를 앞두고 아웅산 수치여사의 정치활동을 버마 군부가 허용할 것이라는 예상은 많지 않았다. 그러나 UN을 비롯한 국제사회의 압력과 버마 국민들의 열망이 이런 형태의 희극적인 결말로 나타나게 된 것은 심히 유감이 아닐 수 없다. 이번 사태를 통해 법치주의의 기본조차 존재하지 않는 버마의 현실이 드러남에 따라 버마 군부는 국제사회에 자신들이 버마를 정상적인 국가로 통치하지 못하고 있음을 또다시 폭로하였다.


작년 태풍 나르기스로 인해 국민들이 극심한 고통에 시달리고 있을 때에도 군부의 영구집권을 목적으로 하는 신헌법국민투표를 강행하여 통과시킨 버마 군부는 내년 총선을 앞두고 아웅산 수치 여사의 정치활동을 봉쇄함으로써 영구집권을 위해서는 수단과 방법을 가리지 않겠다는 의도를 공개적으로 드러내었다. 극심한 경제난 속에서 자신들의 치부와 집권에만 관심이 있는 버마 군부는 최소한의 상식인 국민에 의한 통치와 법치주의마저 포기하고 있다. 의회의석과 주요요직의 상당부분을 군인이 차지하도록 한 신헌법속에서 총선이 치러진들, 버마의 미래는 여전히 어두운 터널 한가운데에 놓여있게 될 것이다.


한국 시민사회는 인류가 소중히 진전시켜온 민주주의와 인권의 가치를 정면으로 부정하고 있는 버마 군부를 강력히 규탄한다. 아울러, 국제사회가 아웅산수치 여사의 재구금을 비판하고 있음에도 한마디 공식논평조차 없는 한국정부는 버마의 민주주의에 대해 어떤 입장을 가지고 있는지 밝혀야 할 것이다. 우리는 버마 군부의 이러한 꼼수가 결국 자신들의 운명을 단축시킬 악수가 될 것임을 확신하며 다음과 같이 요구한다.


하나, 버마 군부는 아웅산 수치 여사를 비롯한 정치범들을 즉각 석방하라


하나, 버마 군부는 영구집권 야욕을 철회하고 민주화 세력 및 소수민족들과의 협상에 즉각 나서라


하나, 한국정부는 아웅산 수치여사의 석방을 위하여 버마 군사정권에 대하여 필요한 조치를 다하라.

We denounce the Burmese military junta’s conspiracy to stay in power!
Release Aung San Suu Kyi!

The military junta in Burma finally, but predictably decided that Aung San Suu Kyi will not be allowed to return to politics. Under house arrest, Mrs. Aung San Suu Kyi, Burma’s iconic symbol of democracy, continues to be under de-facto custody, and the world’s hope and desire for democracy in Burma is again frustrated. On August 11th 2009, the Burmese court sentenced Mrs. Aung San Suu Kyi to three years of hard labor on charges that Mrs. Suu Kyi violated her house arrest conditions when an American broke into Mrs. Suu Kyi’s home. After the sentencing, the court made a statement waiving the opposition leader’s sentence of three years hard labor to eighteen months under house arrest. It was unlikely that the Burmese regime would end Aung San Suu Kyi’s house arrest as scheduled this May and allow Aung San Suu Kyi to continue her political career. However, pressure from the international community, including the UN, and the Burmese people’s desire to end this charade cannot be dismissed. As of now, reality reveals that rule of law does not exist in Burma, not even the basics, and the international community again disclosed that Burmese government cannot be recognized as a legitimate nation.


Last year, as the Burmese people continued to suffer from the aftermath of Typhoon Nargis, in a bid to stay in power, the Burmese junta decided to have an election for a new constitutional referendum ahead of next year’s general elections. The junta revealed its intent to stay in power and prevent Aung San Suu Kyi from participating in the political process by any means necessary. During severe economic hardship, the junta was only interested only in ruling and has given up on democracy and rule of law. Military officials will take a significant portion of congressional seats and other key positions from the elections under the new constitutional referendum. The future of Burma looks like it’s in the midst of a very dark tunnel.


Civil society strongly denounces the Burmese junta, a country that has denied cherishing the values of democracy and human rights. In addition, while the international community continues to criticize Mrs. Aung San Suu Kyi’s current situation, the Korean government has yet to make an official statement on Burma’s democracy and it should clarify its position on this subject. Being aware that the Burmese Military Division’s “cheap trick” is a bad move which would work against them, we request the following:


One, the Burmese junta should immediately release political prisoners including opposition leader Aung San Suu Kyi.



One, the Burmese junta must give up its ambitions to stay in permanent control and start democratization with opposition parties and ethnic minorities. 


One, the Korean government should take necessary actions to have the Burmese military release Aung San Suu Kyi.
