포럼 아시아(FORUM-ASIA)는 아시아의 인권과 개발을 위해 활동하는 인권단체로서 아시아 15개국 40개 멤버 단체로 구성되었으며 본부는 태국에 소재한다. 참여연대는 2007년부터 멤버 단체로 활동을 해왔다.
포럼 아시아(FORUM-ASIA)는 버마 군부, ‘국가평화발전위원회(the State Peace and Development Council, 이하 SPDC)’가 아웅산 수치 여사의 가택연금을 연장한 것을 규탄한다. 또한 수치 여사와 버마의 모든 정치범들을 석방하는 즉각적인 조치를 취할 것을 촉구한다.
버마의 민주주의를 위해 앞장서온 지도자이자 민주주의민족동맹(National Democratic League)의 대표인 수치 여사는 지난 18년 동안 12년에 걸쳐 가택연금을 당해왔다.
2008년 5월 27일 화요일에 버마 군부의 당국자들은 이러한 수치 여사의 가택연금이 일 년 더 연장되었음을 공식 발표했다.
포럼 아시아는 버마 군부의 이러한 조치는 부당하며 법적 근거도 없는 것으로 규정한다. 이는 국제권원칙 또한 명백하게 위반하는 행위이다.
포럼 아시아의 이사 대행인 얍 스위 셍(Mr. Yap Swee Seng)씨는 다음와 같이 밝혔다. “우리는 수치 여사의 가택연금이 연장된 것이 의미하는 바에 대해 매우 우려하고 있다. 이것은 SPDC가 버마 국민들을 계속 강압적으로 지배하려 할 뿐, 인권 존중 의사가 전혀 없다는 우리의 생각을 재확인시켜 준 것이나 다름없다.”
또한 포럼 아시아는 ASEAN이 이러한 문제에 대해 미리 대책을 강구하지 않은 점에 대해 우려를 표한다. ASEAN은 동남아 지역의 인권을 보호하고 증진해야 할 “인권 단체”의 설립을 위해 만들어진 지역 단체이다. 따라서 ASEAN은 적극적으로 SPDC가 국제인권원칙에 따르도록 요구해야 한다.
시민적, 정치적 권리에 관한 국제규약(ICCPR)에 따르면, 모든 사람은 인간으로서의 자유와 안전에 대한 권리를 갖고 있어서, “법적인 근거가 없이 자유를 침해당할 수 없다.”
포럼 아시아는 SPDC가 인권을 존중하고 민주주의로 이행하는데 헌신할 것을 촉구한다. 또한 아웅산 수치 여사와 버마의 모든 정치범들을 즉각 석방할 것을 요구한다.

Burma: Release Aung San Suu Kyi and all political prisoners!
FORUM-ASIA condemns the extension of Aung San Suu Kyi’s house arrest by Burma’s military junta, the State Peace and Development Council (SPDC). It also calls on the SPDC to take immediate steps to release Aung San Suu Kyi and all political detainees in Burma.
Aung San Suu Kyi, the country’s foremost democracy leader and head of the National Democratic League (NDL), has been under house arrest for 12 of the last 18 years.
On Tuesday, 27 May, 2008, officials of the ruling junta in Burma confirmed the extension of her house arrest for another year.
FORUM-ASIA believes that the extension of Aung San Suu Kyi’s house arrest is unwarranted and that there are no grounds for this under the law. It also clearly violates international human rights principles.
According to Mr. Yap Swee Seng, Acting Executive Director of FORUM-ASIA, “We are deeply concerned about the implications of this decision to extend Aung San Suu Kyi’s detention for another year. The extended term of her detention reaffirms our belief that the SPDC intends to continue its firm and tyrannical grip on the people of Burma, and that there is no intention on their part to respect human rights in the country”.
FORUM-ASIA is also concerned that the ASEAN has not made a proactive stance on the issue of Aung San Suu Kyi’s extended house arrest term. As a regional body poised to establish a “human rights body” aimed at promoting and protecting human rights in Southeast Asia, the ASEAN should show more engagement in these issues and actively urge the SPDC to start taking steps towards conforming with international human rights principles.
Under the International Covenant on Civil and Political Rights (ICCPR), everyone has the right to liberty and security of person and that “no one shall be deprived of his liberty except on such grounds in accordance with such procedure as are established by law”.
FORUM-ASIA urges the SPDC to make a genuine commitment to moving towards democracy and respecting human rights. It urges the SPDC to immediately release Aung San Suu Kyi and all political prisoners in Burma.
