[성명] 미국의 ‘전쟁을 통한 보복’ 방침에 대한 반대 성명 발표 (영문포함)

대규모 희생과 보복의 악순환을 초래할 전쟁은 재고되어야

1. 지난 9월 11일 뉴욕과 워싱턴 등에서 벌어진 끔찍한 테러와 그로 인한 살상에 대해 우리는 분노와 우려를 금할 수 없다. 또한 이번 테러로 목숨을 잃거나 다친 수많은 사람들과 유가족들에게 진심으로 위로의 말을 전한다.

어떤 명분과 당위성을 앞세우더라도 죄 없는 민간인을 상대로 한 폭력과 살상은 정당화될 수 없으며 용서받을 수 없는 범죄행위이다. 이번 일을 자행한 테러리스트들을 끝까지 추적해 절차에 따라 처벌해야 한다는 것이 우리의 입장이다. 이것이 반인도적인 행위에 대한 정당한 응보이며 다시는 이런 엄청난 범죄가 되풀이되지 않게 할 수 있는 방책이기 때문이다.

2. 그러나 이 문제에 대한 미국 정부의 대응 또한 많은 사람들의 우려를 자아내고 있다. 미국은 ‘오사마 빈 라덴’을 이번 테러의 배후로 지목하고 그가 은신하고 있는 것으로 알려진 아프카니스탄을 침공하려하고 있다. 테러범들과 이들에게 은신처를 제공하는 행위는 비난받아 마땅하지만 그들에 대한 응징을 내세우며 무차별적 폭격을 진행하며 전쟁을 벌이는 것은 지나친 대응이다.

비극적인 사건을 몸소 겪은 미국민들의 충격과 분노는 이해할 수 있지만 전쟁을 통한 보복은 죄없는 민간인을 희생시킬 것이며 이는 또 다른 보복의 악순환을 불러올 것이다. 세계무역센터에서 희생된 미국시민들이나 아프카니스탄에서 이번 사건과 아무 연관도 없이 폭격을 맞게될 민간인들은 모두가 함부로 희생되어서는 안될 인간적 존엄성을 가진 개인이다. 민간인에 대한 공격은 또 하나의 심각한 범죄이며 이는 원한과 복수의 악순환을 불러올 것이다.

3.설령 이번 테러를 자행한 자들이 미국의 주장처럼 ‘오사마 빈 라덴’ 등 이슬람 근본주의 세력이라고 하더라도 극소수의 테러리스트들과 영문도 모르는 채 폭격의 목표물이 될 아프카니스탄 국민이나 전체 이슬람세계와 동일시하는 우를 범해선 안된다. 범죄자에게 테러의 책임을 묻는 것과 특정국가 전체를 상대로 전쟁을 벌이는 것은 구분되어야 한다.

이번 사건에 대한 해결은 사건을 일으킨 당사자들을 밝혀낸 뒤 국제적인 협력에 의해 범인을 체포하고 법정에 세우는 식으로 진행되어야 한다. 그것이 시간과 인내를 요하는 일일지라도 이성을 가진 문명세계의 질서와 논리에 맞는 방식이며 세계를 이끌고 있는 유일 강대국으로서 인권과 평화를 강조해온 미국의 가치관에도 부합하는 일이다.

전쟁을 일으키는 순간 미국은 테러의 피해자로 동정과 위로를 받는 입장에서 전쟁을 통한 민간인 학살의 범죄자로 처지가 뒤바뀌게 될 것이다. 미국은 즉각 전쟁 준비를 중지해야 한다.

4.이번 사태를 통해 미국은 유일초강대국의 지위를 배경으로 무리하게 추진해온 MD정책과 국제기후협약 탈퇴 등 강경 외교노선이 긴장을 고조시켜왔음을 반성적으로 돌아보아야 할 것이다. 평화를 정착시키려는 진지한 노력과 국제적인 협력 강화만이 테러리즘이 발호할 수 있는 토양을 근본적으로 제거할 수 있는 유일한 길이며 미국민을 안전하게 보호할 수 있는 방법임을 미국정부는 깨달아야 할 것이다.

Statement on the U.S. Government’s Declaration

to Attack Afghanistan

September 17, 2001

1. People’s Solidarity for Participatory Democracy (PSPD) expresses extreme anger and apprehension upon the horrible attack, deaths and injuries took place in New York and Washington, D.C. on September 11. We wish to extend our sincere condolences and support to the families of those who have been killed or injured.

Nothing can justify violence on innocent civilians, and it obviously is a crime that cannot be forgiven. We believe that the terrorists responsible for this terrible act must be found and punished according to due process. It is only in this way that the price of their crime can be exacted, and this punishment will help prevent recurrences in the future.

2. At the same time, we are deeply concerned with the reaction of the government of the United States of America. The U.S. government has identified Osama Bin Laden as being the main suspect responsible for orchestrating this act of terror, and has declared that they are planning to attack Afghanistan where he is assumed to be hiding. Starting a war in the name of revenge, however, is going far beyond fair and adequate punishment against the terrorists and those who hide them.

The shock and anger of the people of the U.S. who are suffering through this act of terror is not enough reason for killing other innocent civilians through a retaliatory war. This will only cause other reprisals.

3. The terrorists may be radical Islamic fundamentalists, such as Osama Bin Laden, as the U.S. government claims. However, a few extremists should not be mistaken with innocent Afghanistan people and the entire Islamic world. Starting a war against specific countries is different from exacting punishment from terrorists in response to their crime.

The current problem must be solved by first identifying the criminals, arresting them with international cooperation, and then prosecuting them in the proper court. This may require time and patience, but this is indeed what fits the order and reason of a civilized world. In particular, this approach befits the U.S., now the world’s sole superpower, as it has always emphasized the importance of human rights and peace.

The U.S. must stop its preparations for war. The moment it starts a war, the U.S. will no longer receive the sympathy and support as a victim of this tragedy. It will, instead, become a criminal responsible for the mass murder of innocent civilians.

4. Through this disaster, the U.S. must use this incident to reflect on why this has happened. As the sole superpower, the U.S. has increased worldwide anxiety by promoting its MD policies and withdrawing from its commitment to be part of the United Nations Framework Convention on Climate Change, etc. To uproot terrorism and remove the very soil that nurtures it, earnest efforts to bring peace and international cooperation is called upon. This is the only way the people of the U.S. can be safely protected.
