[G20민중행동] 입국불허된 진 엔리퀘즈(Jean Enriquez)의 저널 ‘힘있는 자들의 오만함’

나는 새벽 5시 5분에 한국 공항 이민국에 억류되어 있었다. 서류확인과 지문채취 후 나는 내가 입국거부자라는 말을 들었다. 나는 긴 시간을 두고 진행할 작업이 걱정이 되어, 앞으로는 입국이 가능할지를 묻자 담당자는 그럴 것 이라고 대답했다. 나는 또 다른 한 사람이 억류공간으로 들어오는 것을 보았다. 나는 이민국 관리에게 내가 앉았던 곳에 그대로 있을지를 묻자 약간 당황해 하면서 그러라고 했다. 담당자는 내가 8시 10분 비행기로 마닐라로 돌아가게 될 것이라고 했고 곧 비행기 일정을 알아보고 나를 데려갔다. 그리고는 검은 옷을 입은 남자가 와서 내가 가진 수화물의 꼬리표와 티켓을 요구했다. 나는 돌아가는 비행기 삯을 내게 부담시킬 것인지를 물었고, 여자는 그렇다고 했다. 그 남자는 거의 영어를 할 줄 몰랐다.
나는 그들이 나를 강제로 돌아가게 하면서 어떻게 나에게 비용까지 부담시킬 수 있는지를 물었다. 그녀는 이민법이 그렇다고 했다. 나는 규정을 직접 확인하기를 요구했지만 담당자는 아무말도 하지 않았다. 두 명 모두 나로 인해 성이 난 것 처럼 보였다. 담당자는 내게 인터넷에서 한 번 확인해 보라고 하면서, 내가 돌아가는 비행기 티켓을 가지고 있고, 한국에 살지 않을 것이라는 말을 했다. 나는 ‘물론 나는 당연히 한국에 살지 않을 것이다. 그렇지만 나는 목적이 있어서 비행기 티켓을 사서 왔고 나는 여기 와서 해야 하는 일을 하지도 못했다. 그러니 나의 입국을 거부하는 당신들이 내 비행기 값을 내야 하는 것 아닌가! 나를 돌아가라고 하는 건 바로 당신이다. 왜 내가 당신들의 정책을 따르자고 돈을 내야 하는 것인가?’ 그들은 계속 머리를 흔들었다. 나는 ‘이건 너무나 폭력적이다’라고 말했다. 담당자는 말하기를 필리핀에 있는 한국대사관에 가서 불만을 토로하라고 했다. 나는 ‘무슨 이런 경우가 다 있는가!’라고 말했다. 나는 모든 시선이 내게로 몰리는 것을 느끼며 사무실 밖으로 이끌려 나갔다.
그 남자는 탑승 대기 승객들이 자고 있는 라운지로 나를 데려갔고,이민국 사무실의 긴 책상이 있었고 단지 두 명만 깨어있었다. 나는 이들의 책상 위에서 보았던 본국송환 절차 한 부를 달라고 요청했다. 그러나 그들은 단호히 거부했다. 나는 그 서류를 확인할 권한이 있다고 말했다. 그들은 계속 머리와 손을 흔들며 거부하면서 나를 의자로 가라고 했다. 그들은 이미 나로 인해 짜증이 나 있었다.
나의 집요한 요구에도 불구하고 그들은 계속해서 나에게 여권을 돌려주지 않았다. 나는 마닐라로 돌아가는 비행기에 탑승하기 전에 오랫동안 언쟁을 했다. 내가 비행기에 탔을 때조차 그들은 여권을 주지 않으려 했다.
이 비열한 정부는 방문객들의 입국을 거부할 뿐만 아니라 그 비용도 우리에게 내도록 하고 있다는 사실은 가장 어처구니 없는 대목이었다. 반 빈곤정책을 만들면서 동시에 그들의 잘못을 가난한 나라에 전가시키는 G20에 속한 각 국을 어떻게 설명할 수 있을까.
나는 경제와 여성에 대한 폭력에 대해 말하기 위해 한국 시민사회단체의 초청으로 이미 8번 가량 한국에 왔다. 나는 이번에는 한국여성단체연합의 초청으로 세계여성행진에 참석하기 위해서 왔다. 나는 국제위원회의 한 사람으로 여성행동논의에서 가난하고 소외 당한 여성들의 목소리를 전하는 기조연설을 하기로 되어 있었다. 나는 필리핀과 다른 아시아 지역에 있는 가난하고 폭력을 당하며 사는 여성들의 경험과 실패한 시장중심정책 국가, 국제 금융기관, 그리고 세계 경제의 메니저로 자처하고 나서는 사람들에 대한 분석과 더불어 대안을 제시하려고 하였다.
나는 과거에 성(Gender)폭력에 고통받으면서 그것이 잘못되었다는 생각을 하게 되었다. 이제는 강제추방되는 사람들에게 가해진 폭력이 잘못되었다는 생각을 하게 되었다. 나는 머리를 꼿꼿이 든 채 범죄자처럼 이끌려 나갔다. 나는 분개했다.
한국정부와 G20은 이 모든 죄를 해명해야만 할 것이다.
그들은 우리의 존엄을 앗아가려 하지만 그럴 수 없었다.

Arrogance of the Powerful
I was held at the Seoul immigration upon arrival at 5:05 am. After getting my documents and my fingerprints, I was told that they cannot allow me to enter the country today. I asked if I can enter in the future, as I’m concerned of our long-term work, she said she thinks so. I saw another guy brought to detention area. I asked the immigration officer if I will stay where I was seated, she said yes, seeming embarrassed. She informed me that I will be taking the 8:10 am flight to Manila, then appeared to be arranging my flight and calling an escort. Then a young man in black came and asked for my luggage tag and ticket. I asked if they are charging my return home to my ticket, and the woman said yes, as the man hardly speaks English.
I said how could they charge me when they are forcing me to return. She said it’s in their law — immigration law. I asked for a copy, and she cannot say anything. Both looked exasperated with me. She then said I can look it up in the internet. She said I have a return ticket anyway and I’m not going to live in Korea. I said ‘of course I’m not! But because I bought it for a purpose, and I didn’t achieve my purpose, so you should pay for it because you’re denying me entry! It’s you who want me to return now! Why will I pay for your policy?’ They kept shaking their heads. I said ‘that’s total abuse’. She said I can complain with the Korean embassy in the Philippines. I said, ‘shameful!’ I felt that all eyes were on me as I was being escorted out of the office.
The guy brought me to a lounge where waiting passengers are sleeping, but there’s a long desk of immigration officers, only two are awake. I asked for a copy of the repatriation order that I saw on their desk. They adamantly refused. I said it’s my right to have a copy of it. They kept shaking their heads and waving their hands, refusing and dismissing me to go to the benches. They are annoyed with me already.
They continued to refuse to give me my passport despite my insistence. I argued for a long time before boarding the plane going back to Manila. Even when I’m on board the plane, they continue to deny me my passport.
It is most absurd that this despicable government is denying entry to visitors and making us pay for it. How illustrative of its ilk in the G20 who are crafting anti-poor policies and still charge their wrongdoing to the poor. Such arrogance!
I have come to Korea around 8 times speaking on economic and violence against women issues, upon invitation of local civil society groups. I am coming today upon the invitation of Korea Women’s Alliance to the World March of Women, where I am part of the International Committee, to deliver the keynote Speech in the Gender Justice Action Debate. There, the voices of poor and marginalized women are to be aired. I was bringing with me the experiences of the poor and violated women in the Philippines and other parts of Asia, their analysis and alternatives to the failed market-oriented policies of states, the international financial institutions and the self-proclaimed managers of the global economy. I was not the only one denied of a voice. The South Korean government and the G20 it protects, denied voices to millions of poor women and girls, rural and indigenous, victims of sexual violence.
I have been made to feel guilty to gender violence I suffered in the past. The deportees are made to feel guilty now for the violations inflicted on them. I held my head high as I was being escorted and treated like a criminal. I am indignant.
The South Korean government and G20 will be made to account for all its sins.
They can try, but they cannot rob us of our dignity.
