오늘(10/15) 한반도 종전 평화 캠페인(이하 ‘캠페인’) 대표단은 미국 대통령 선거에 출마한 도널드 트럼프 공화당 후보와 조 바이든 민주당 후보에게 한반도 종전과 평화에 대한 지지를 요청하는 서한을 보냈습니다.

캠페인은 서한을 통해 “한국전쟁은 한반도 주민들, 그리고 전쟁에 참전한 미국인들과 그 가족에게 큰 희생과 상처를 주었다”며 “이제는 전쟁의 위협과 공포를 끝내고 신뢰 구축과 평화 공존의 길로 나아가야 한다”고 강조했습니다.

이를 위해 미국 대선 후보들에게 ▷미국 정부가 북한과 합의한 새로운 북미 관계의 수립, 한반도 평화체제 구축을 위한 노력, 한반도 비핵화를 위한 노력 등을 적극적으로 이행할 것 ▷그동안의 남북 합의와 협력을 존중하고 남북 교류와 협력 사업이 원활히 추진될 수 있도록 협조, 지원할 것 ▷제재와 압박보다는 대화와 협력으로 북한과의 협상을 이어갈 것을 요청했습니다.

이어 캠페인은 서한을 통해 “최근 남측 국민이 북측의 해역에서 피격 사망한 비극적인 사건은 끝나지 않은 한국전쟁과 얼어붙은 남북 관계가 한반도에 어떤 상처를 남기고 있는지, 한반도에 종전과 평화가 왜 절실한지 다시 한번 보여주었다”며 “다시는 누구도 이렇게 희생되어서는 안 된다. 우리는 평화를 원한다”고 강조했습니다.

마지막으로 캠페인은 “한반도 종전과 평화를 위한 요청에 미국 대선 후보가 화답해달라”고 강조했습니다. 더불어 캠페인은 미국 대선 기간 동안 한반도 종전과 평화의 중요성을 알리기 위한 트위터 행동 등을 진행할 것이라고 밝혔습니다.

한국전쟁 70년, 휴전에서 평화로, 이제는 전쟁을 끝냅시다

오는 11월 미국 대통령 선거에 출마한 후보들에게 한반도 종전과 평화에 대한 지지를 요청합니다.

우리는 “한국전쟁을 끝내고 휴전에서 평화로 나아가자!”는 목소리를 세계적으로 모아가는 국제 캠페인 <한반도 종전 평화 캠페인>의 대표단입니다. 한국전쟁 발발 70년, 이 전쟁이 아직 끝나지 않은 휴전 상태로 67년이 된 올해 7월 우리는 시민사회와 종교계 공동의 요구를 담은 한반도 평화선언을 기초하였고, 이에 대한 서명과 각계의 지지 선언을 받는 캠페인을 시작했습니다. 이 캠페인에는 한국의 7대 종단을 비롯하여 360여 개의 다양한 종교·시민사회단체, 그리고 50여 개의 국제 파트너 단체가 참여하고 있습니다. 미국 시민권자를 포함하여 다양한 국적의 사람들이 하루속히 한반도 전쟁을 끝내고 평화로 나아가자는 목소리를 내고 있습니다. 

한국전쟁은 한반도 주민들에게 큰 희생과 상처를 주었고, 이 전쟁에 참전한 미국인들과 그 가족에게도 마찬가지입니다. 전쟁을 끝내지 못한 한반도는 냉전 시대 이념과 체제 대결, 군사력 대결의 장이 되었고, 탈냉전 시대에 들어서도 군비 경쟁은 멈추지 않았습니다. 결국 한반도는 북한의 핵과 미사일 문제로까지 나아가게 되었습니다. 한반도 남과 북의 주민들은 전쟁 위협의 말들과 군사 행동들이 펼쳐질 때마다 전쟁의 공포를 느끼며 살아야 했습니다. 이제는 전쟁의 위협과 공포를 끝내고 신뢰 구축과 평화 공존의 길로 나아가야 합니다. 이를 위해 우리는 이번 미국 대통령 선거에 출마하신 후보들에게 아래 세 가지 사항을 요청합니다.

우리는 미국 정부가 북한과 합의한 새로운 북미 관계의 수립, 한반도 평화체제 구축을 위한 노력, 한반도 비핵화를 위한 노력 등이 적극적으로 이행되기를 바랍니다. 오랜 적대관계를 청산하고 북미 간에 새로운 관계를 수립하는 것은 한반도뿐만 아니라 동북아 지역의 평화와 번영의 새로운 시대를 만들 바탕이 될 것입니다. 평화체제와 비핵화의 노력이 함께 진행될 때 서로 좋은 성과를 내며 진전할 것입니다.   

우리는 미국 정부가 그동안의 남북 합의와 협력을 존중하고 남북 교류와 협력 사업이 원활히 추진될 수 있도록 협조, 지원하기를 바랍니다. 남북 정상은 미국을 포함하여 관련국들과 함께 한반도 전쟁을 끝내고 평화협정을 체결하기로 합의하였습니다. 미국 정부가 이에 적극적으로 참여하기를 바랍니다. 남북 관계가 진전되고 협력을 통해 신뢰가 구축된다면 이것은 한반도 비핵화에 이르는 지름길이 될 것입니다. 성과를 낳는 의미있는 대화 창구가 많을수록 협상이 성공할 수 있습니다.

우리는 미국 정부가 제재와 압박보다는 대화와 협력으로 북한과의 협상을 이어가기를 바랍니다. 지난 북미 협상의 역사를 돌아볼 때, 미국 정부가 제재와 압박이 아니라 대화와 협력을 협상 전략의 중심에 두고 탄력적으로 대응하던 시기에 북미 협상이 성과를 낳았다는 것을 알 수 있습니다.

최근 남측 국민이 북측의 해역에서 피격 사망한 비극적인 사건은 끝나지 않은 한국전쟁과 얼어붙은 남북관계가 한반도에 어떤 상처를 남기고 있는지, 한반도에 종전과 평화가 왜 절실한지 다시 한번 보여주었습니다. 다시는 누구도 이렇게 희생되어서는 안 됩니다.

우리는 평화를 원합니다. 한반도 평화선언을 아래에 첨부하오니, 한반도 종전과 평화를 위한 우리의 요청에 미국 대통령 후보께서 화답해 주시기 바랍니다. 한국전쟁 70년, 휴전에서 평화로, 이제 전쟁을 끝냅시다.

이제는 전쟁을 끝냅시다

일제로부터 해방된 기쁨도 잠시, 한반도는 분단과 냉전의 소용돌이 속에 전쟁이라는 비극을 겪었습니다. 수백만의 사상자와 천만 이산의 고통을 가져온 한국전쟁은 아직도 끝나지 않은 휴전 상태입니다. 냉전 시대 한반도에서 벌어진 정치적·군사적 대결과 갈등으로 한반도 주민들과 세계 곳곳의 사람들은 분단과 적대의 상처를 안고 살아가야 했습니다. 이제 그 고통을 끝내야 합니다.

다시 적대와 불안이 지배하는 시대로 되돌아가서는 안 됩니다

냉전이 끝난 30년 전 남북은 상호존중과 불가침에 합의하였습니다. 20년 전 남북은 첫 정상회담을 열고 전면적인 교류 협력의 시대를 열었습니다. 2018년 역사적인 첫 북미 정상회담도 열렸습니다. 그러나 아직 전쟁을 끝내지 못한 대가로, 신뢰가 불신으로 바뀌고 긴장이 높아지는 일들이 반복되고 있습니다. 어렵게 이뤄낸 합의들이 제대로 이행되지 않으면서 한반도 평화를 위한 걸음은 앞으로 나아가지 못하고 오히려 후퇴하고 있는 슬픈 상황입니다.

지난 역사는 상대를 불신하고 굴복시키려는 적대 정책이 한반도의 갈등을 해결하지 못했고 도리어 악화시켜 왔음을 보여줍니다. 불안정한 휴전 상태의 한반도는 핵 전쟁의 위협에 시달려왔고 세계적인 핵 군비경쟁과 확산을 촉발하는 장이 되어왔습니다. 이 전쟁을 끝내지 못하면 한반도 비핵화도 이루기 어렵습니다. 늦었지만 지금이라도 관련국 정부들이 한국전쟁을 끝내기 위해 진지하고 책임 있게 나설 것을 촉구합니다.

전 세계인의 마음을 모아 대결과 분쟁의 상징이었던 한반도를 평화와 공존의 산실로 바꿔냅시다

한반도 주민들과 동아시아, 세계 시민들이 서로 협력하며 평화롭게 공존하는 미래를 상상합니다. 전쟁을 준비하는 대신, 우리의 자원을 시민의 안전과 행복, 지속 가능한 환경, 차별 없는 사회를 위해 사용하기를 희망합니다. 이제 우리의 이름으로 전쟁을 끝내고, 지난 70년 오지 못했던 미래를 만들어갑시다. 평화를 향한 간절한 염원을 모아 전 세계가 공명할 만큼 큰 목소리로 함께 외칩시다.

Letter to the US Presidential Candidates to Call for Ending the Korean War for Peace on the Korean Peninsula 

70 years is enough, End the Korean War, Korea Peace Now

We call on the presidential candidates of the United States of America to support a formal end to the Korean War.

We are co-representatives of the Korea Peace Appeal: Peace Campaign to End the Korean War – an international campaign that seeks an end to the Korean War and a transition from armistice to peace on the Korean Peninsula. The campaign aims to collect 100 million signatures for Korea peace from 2020, the 70th anniversary of the outbreak of the Korean War, to 2023, the 70th anniversary of the armistice agreement. The seven major religious orders in Korea and more than 360 civil society groups, as well as 50 international partner organizations have joined this campaign. People around the world including US citizens are calling for an immediate end to the Korean War.

The unresolved Korean War has brought great pain to not only the people of the divided peninsula but also US war veterans and their families. Despite the end of the Cold War, the unstable armistice system on the Korean Peninsula has turned it into one of the most highly militarized places in the world and has propelled an international nuclear arms race. This, in turn, has led to the DPRK’s development of nuclear weapons and long-range missiles. The people of the Korean Peninsula have lived with constant fear of war and threats of destruction as well as endless military exercises. It is time to end the cycle of fear and move on to confidence-building and peaceful co-existence. For this, we urge the candidates for the President of the United States of America to consider the following three points:

We urge the US government to actively implement its agreements with the DPRK including: the establishment of new US-DPRK relations; efforts to build a lasting peace regime on the Korean Peninsula; and complete denuclearization of the Korean Peninsula. Ending long-lasting hostile relations and establishing new US-DPRK relations can be the foundation for peace and prosperity on the Korean Peninsula as well as in Northeast Asia. The establishment of a peace regime and the denuclearization of the Korean Peninsula will yield positive results for all parties.

We hope for the support and cooperation of the US government to ensure that inter-Korean agreements are respected and inter-Korean exchange and cooperation can be implemented. Leaders of the two Koreas have agreed to end the Korean War and sign a peace agreement, together with relevant parties including the US.  We hope the US government actively participates in this process. Trust through cooperation and a constructive relationship between the two Korea’s will facilitate the denuclearization of the Korean Peninsula. Meaningful dialogue between the two Korea’s will contribute to creating the conditions for successful negotiations between the US and the DPRK.

We hope the US government will abandon sanctions and pressure, and continue negotiations with the DPRK through dialogue and cooperation. When we look back at the history of the US-DPRK negotiations, flexibility, gradual trust-building, and respectful dialogue led to positive results, while sanctions and pressure stalemated negotiations.  

The recent tragic incident in which a South Korean official was killed in North Korean waters redemonstrated the scars of the unending Korean War and frozen relations between the two Koreas, and clearly showed the desperate need to end the Korean War and bring peace on the Korean Peninsula. No one should be killed like this again.

We want peace. Please find the text of the Korea Peace Appeal below. We hope that the US presidential candidates will respond positively to our call for ending the Korean War for peace on the Korean Peninsula. 70 years is enough. After 70 years, let us move from armistice to peace; let us end the Korean War now.

Korea Peace Appeal

  • End the Korean War and establish a peace agreement
  • Create a Korean Peninsula and a world free from nuclear weapons and nuclear threat
  • Resolve the conflict with dialogue and cooperation instead of sanctions and pressure
  • Break from the vicious cycle of the arms race and invest in human security and environmental sustainability

It is time to End the Korean War.

Soon after achieving liberation from Japanese colonial rule, the Korean Peninsula was divided into North and South as an effect of the Cold War and experienced the tragedy of the Korean War. The Korean War left millions of casualties, countless separated families and has not formally ended since the signing of the Armistice Agreement in 1953. Decades of political and military confrontation and hostile relations from the Cold War have led Koreans, both on the Korean Peninsula and in the Korean diaspora worldwide, to endure an interminable period of pain. It is time to end this pain.

We must not go back to the days dominated by hostility and anxiety.

In 1991, after the global Cold War ended, the Republic of Korea (South Korea) and the Democratic People’s Republic of Korea (North Korea) agreed upon mutual respect and non-aggression. In 2000, the two Koreas held their first summit which opened an era of comprehensive exchange and cooperation. In 2018, the first-ever DPRK-US summit took place along with three inter-Korean summits. Since the war has not officially ended, however, a vicious cycle in which trust easily turns into distrust leading to rising tensions has repeated over and over again for the last 30 years.

History has proven that hostile policies aimed at discrediting and forcing one side to yield have failed to resolve the conflict on the Korean Peninsula, instead only aggravating it. The Korean Peninsula under the unstable armistice system has suffered from threats of nuclear war and has fueled a global arms race and nuclear proliferation. Without a formal end to the Korean War, the denuclearization of the Korean Peninsula will not be achieved. We call upon the governments involved to take sincere and responsible action: End the Korean War Now.

Let’s change the Korean Peninsula from a symbol of confrontation and conflict into a birthplace of peace and coexistence together with peace-loving people around the world.

We imagine a future where the people of the Korean Peninsula, East Asia and the world cooperate and coexist peacefully. We hope our resources will be used for people’s safety and happiness, for environmental sustainability and a society without discrimination instead of preparing for war. Now, let’s end the Korean War now with our own hands and let’s make a future that could not be achieved for the last 70 years. Let’s shout out loudly together so that our desperate wish for peace reverberates around the world.
