무고한 시민 살해위협하는 저항방식은 폭력의 악순환 가져올 뿐

아프간 피랍 한국인 무사귀환과 한국군 즉각 철군을 요구하는 파병반대국민행동의 국제연대 호소문

지난 7월 19일 한국 민간인 23명이 아프가니스탄 탈레반에게 인질로 붙잡혀 여전히 석방되지 못하고 있습니다. 탈레반은 한국정부에게 군대 철수와 포로 교환을 석방 조건으로 내걸고 살해 위협을 하고 있습니다. 우리는 이번 사태에 대해서 참담한 심정을 금할 수 없으며, 23명의 민간인들이 반드시 무사귀환 되기를 기원합니다.

우리는 아프가니스탄 탈레반에게 간절히 호소합니다. 무고한 시민을 납치하고 살해 위협하는 저항 방식은 폭력의 악순환을 가져올 뿐입니다. 지금까지 아프가니스탄에서 숱하게 죽어간 전쟁 희생자들에 대해 한국인들 역시 너무나 마음 아파하고 있습니다. 더 이상 이런 고통을 겪는 사람들이 생겨나서는 안됩니다. 인도주의 정신에 따라 한국인 민간인들을 무사히 석방시켜 줄 것을 바랍니다.

우리는 미국의 테러와의 전쟁을 지원하며 동맹군으로 참가한 한국정부를 비판하지 않을 수 없습니다. 한국 정부는 국민들에게 한국군 파병의 목적과 역할, 현지 상황에 관한 진실을 제대로 말하지 않았습니다. 오히려 대테러전 수행하고 동맹군을 지원하기 위해 한국군을 파병했으면서, 아프간의 재건지원을 위해 파병을 한 것처럼 국민들을 호도해왔습니다. 우리는 정부가 지금이라도 당장 한국군을 철수시키기를 강력히 촉구합니다.

우리는 또한 이번 사태가 미국이 일으킨 테러와의 전쟁이 불러온 비극의 일부라는 점을 분명히 합니다. 외세의 침공과 내전에 이은 미국의 침공은 아프간을 초토화하였고 민중들의 삶을 파괴하였습니다. 그리고 미국의 점령에 저항하는 탈레반의 무장공격은 날로 확산되고 있습니다. 그것이 바로 테러와 납치가 빈번하게 발생하는 이유이기도 합니다. 따라서 지금 당장 아프가니스탄에서의 전쟁과 점령은 중단되어야 하며 무자비한 폭력행위들이 사라질 수 있도록 국제적인 노력을 기울여야만 합니다.

우리는 아프가니스탄에 대한 외세의 점령이 종식되기를, 아프가니스탄 민중의 힘으로 그곳에 평화가 정착되기를 진심으로 바랍니다. 한국의 반전평화운동은 지금까지 이를 위해 연대해 왔고, 앞으로도 이러한 노력을 계속할 것입니다. 이에 피랍된 한국인들이 무사히 석방될 수 있도록 국제사회의 노력과 지원을 호소합니다.

파병반대국민행동

Statement by the Korean anti-war and peace movement calling for the release of the Korean hostages in Afghanistan and the immediate withdrawal of the Korean troops:

23 Korean civilians are being held in captivity since their abduction by the Taliban on the 19th of July. The Taliban has threatened to execute the hostages unless the Korean government agrees to withdraw its troops from Afghanistan and also make Kabul comply with their demand to free 23 Taliban prisoners. We are deeply distressed by this incident and hope that the 23 civilians will return safely.

The practice of abducting and threatening to execute innocent civilians only induces a vicious cycle of violence. The Korean people are equally mourning for the countless war victims killed in Afghanistan and believe that there should be no additional victims of similar tragedies. We request a safe release of the hostages.

We condemn the Korean government for supporting the U.S. government’s Global War on Terror and participating as part of the coalition. The Korean government did not inform its people of the underlying purpose and role of the dispatch nor of the actual situation in Afghanistan. We strongly urge the government to withdraw the troops immediately.

We clearly state that we understand this situation is part of the disaster caused by the U.S. government’s Global War on Terror. The U.S. invasion following other foreign invasions and internal warfare has ravaged the land of Afghanistan and devastated the lives of the Afghans. The armed resistance of the Taliban against the U.S. occupation is escalating, resulting in frequent abductions and terrorist attacks. The war and occupation in Afghanistan must come to an immediate end and the international community is obliged to strive to eradicate such ruthless violence.

Our wish is an end to the foreign occupation in Afghanistan and the restoration of peace by its own people. The Korean anti-war and peace movement has been exerting a collective effort for this purpose, and will continue to do so. We appeal to the international community for unreserved efforts and support for the safe release of the Korean nationals in captivity.
