아래글은 12월 14일 범국민평화대행진 집회에서 월든 벨로(필리핀 대학 교수,사회·행정학)씨가 연설한 내용입니다. 월든 벨로씨 는 14일 열린 신효순, 심미선양 추모 집회에 참가한 ‘Asian Peace Alliance’ 대표단의 일원으로, 태국의 방콕에 소재한 ‘Focus on the Global South‘의 집행이사를 맡고 있습니다. 아래 번역본과 원문을 모두 게재합니다.(편집자주)

[연대선언] 순결한 피와 우리의 해방 – 아시아의 선언

구원에 이르는 길은 순교자의 피로 포장된다는 말이 있습니다. 고통이 없이는 자유도 있을 수 없고, 비극이 없이는 해방도 있을 수 없습니다.

이 땅에서 주둔하는 미군은 바로 한국 민족의 심장을 겨누는 비수라는 것을 온 국민이 깨닫기 위해서 우리는 신효순, 심미선 두 어여쁜 소녀들의 죽음을 그 대가로 치러야 했습니다.

지난 몇 년간 많은 한국인들이, 3만7천의 미국 군대는 한국 민족의 이익에 복무하기 위한 것이 아니라, 오로지 미국의 전략적 이익과 관계된 것이라는 점을 이야기해왔습니다. 그들은 꾸준한 노력으로 이를 세상에 알리고 끊임없이 시위를 조직해왔습니다.

진정한 독립을 위한 운동의 대오는 성장해왔지만, 의미 있는 다수라고 까지는 말할 수 없었습니다. 그것으로는 충분치 않았습니다.

그러나 지금 신효순, 심미선양의 비극은 지금까지는 생각할 수 없었던 것을 이루어 냈습니다. 미국의 거대 군단에 맞서는 한국민족의 대단결을 이루어 낸 것입니다.

그것은 왜입니까?

그것은 두 소녀의 죽음을 통해서 너무나 간단히 한국의 비극 그 자체가 드러났기 때문입니다. 미군 탱크에 의해 부서진 두 여중생은, 세계 초강대국의 전략적 이익에 의해 반세기가 넘도록 짓밟혀온 한국을 상징하는 것이었습니다.

젊은 사람과 늙은 사람, 우파와 좌파, 남쪽과 북쪽, 노동자와 기업가, 시민과 군인, 유명한 사람과 이름 없는 사람을 가릴 것 없이 한국인 모두에게, 일순간 모든 것이 고통스럽고도 완벽하게 분명해졌습니다. 여러분이 반세기 이상의 세월 동안 끊임없이 짓밟혀왔다는 사실이 말입니다.

우리 아시아인 또한 이 순결한 소녀들의 죽음과 살인자에 대한 면죄부로 인해 충격을 받지 않을 수 없습니다. 초강대국의 전략적 필요에 의해서 반쪽으로 잘려진 국가, 한국은, 폭력의 논리로 상업적이고 전략적인 이해를 추구해온 강대국과 식민지 권력에 의해 끊임없이 짓밟혀온 대륙, 아시아를 상징하기 때문입니다.

1898년 나의 조국 필리핀의 민중들은 오로지 스페인으로부터 해방되어 평화롭게 살기만을 바랐습니다. 그러나 그것은 이루어지지 못했습니다.

팽창주의 미국이 우리 조국을 덮쳐 백 년이 넘는 세월 동안 우리를 필리핀 민중의 이익과는 아무 상관이 없는 분쟁과 전쟁으로 몰아넣었습니다.

미국은 여전히 나의 조국에 무력을 주둔하고 있습니다. 그리고 오늘 미국은 우리를 우리와 분쟁이 전혀 없는 민중들, 우리의 이슬람 형제 자매들과의 전쟁으로 끌어넣고 있습니다.

오늘날 워싱턴은 죽음의 사자처럼 온 아시아를 떠돌고 있습니다.

미국은 일본에서부터 인도네시아, 파키스탄에 이르기까지 각국의 지도자들로 하여금, 국제법에 저촉될 뿐만 아니라, 효순이, 미선이와 같은 수십만 젊은 생명을 앗아가게 될 만행에 나서도록 위협하고 강요하며 뇌물로 회유하고 있습니다.

앞으로 있을 이라크 침공은 50여년 전 한반도의 분단을 초래했던 것과 똑같은 전략적 필요의 연장선상에 있습니다. 하나도 다를 것이 없습니다. 동일한 군대, 동일한 이해관계, 동일한 세력이 그 역할을 하고 있습니다. 다만 이러한 제국주의의 추한 얼굴이 당시에는 트루먼과 맥아더였고 지금은 조지 부시라는 점이 다를 뿐입니다.

이라크, 아프카니스탄, 인도네시아, 필리핀, 오키나와. 한국처럼, 그리고 효순이와 미선이처럼, 이들 나라와 민중들은 미국의 전략적 이익과 관계된다는 이유만으로 무참히 짓밟혀 왔습니다.

그러나 이러한 압제에 대한 자각과 분노만으로는 충분하지 않습니다.

이 분노는, 여러분의 조국이 양키부대의 굴레로부터 다시 한번 자유로와질 때까지 견결한 투쟁으로 바뀌어 지속되어야 합니다.

이 분노는, 전쟁과 제국주의 확장을 반대하는 전 세계적 투쟁에 동참하는 것으로 승화되어야 합니다.

우리가 분명히 알아야 할 것은, 한국에서 미군의 주둔을 끝장내는 것이 평화와 정의, 자주를 위한 더 폭넓은 세계적 차원의 전쟁 중 하나의 전선이라는 것입니다. 이는 여러분이 바로 지금 가장 위태로운 다른 전선에서의 투쟁, 즉, 미국의 이라크에 대한 폭격과 침공을 막는 투쟁에 참여하지 않는다면 한국전선에서도 승리할 수 없다는 이야기입니다.

모든 악당들이 그러했던 것처럼, 또 모든 제국주의 국가들이 그러했던 것처럼, 이라크에 대해 미국이 승리한다면 미국은 더욱 오만해져서 한국 민중과 필리핀 민중, 오키나와의 민중 그리고 전 세계 민중의 소망들을 경멸할 것이기 때문입니다.

우리의 미래와 우리의 자유는 불가분의 것입니다.

그러나 저는 우리의 적이 미국 정부이지 미국 민중은 아니라는 것을 강조하고자 합니다. 미국 민중은 미국을 지배하는 정부와 기업의 이익이 자신들의 이익이라는 잘못된 믿음을 끊임없이 강요당해 왔습니다.

그러나 어떤 것도 진실로부터 멀어질 수는 없습니다. 우리는 미국 민중을 비난하기 보다, 미국 민중의 진정한 이익이 한국 민중의 해방에 있다는 것을 그들에게 알리도록 힘써야 할 것입니다.

저에게 크고 분명하게 대답해주십시오.

누가 한반도의 분단으로 이익을 보고 있습니까?

누가 진짜 한국 민중의 적입니까?

누가 진짜 아시아 민중의 적입니까?

The Blood of Innocents and Our Liberation

– An Asian Testament

There is a saying that it is the blood of martyrs that paves the road to redemption. There is no freedom without suffering, no liberation without tragedy.

It has taken the deaths of these two beautiful girls, Shin Hyo-soon and Shim Mi-sun, to

shake the conscience of all Korea to the reality that the US military presence in this country is a dagger pointed at the heart of the Korean nation.

Many Koreans have said for years that the 37,000 US troops here serve no purpose for

the Korean national interest but have everything to do with the strategic interests of the United States. They have brought out study after study, staged demonstration after demonstration. The ranks of the movement for genuine independence grew but not to the point of becoming a critical mass. It was not enough.

Now the tragedy of Shin and Shim has achieved the hitherto unthinkable: the unity of the Korean nation against the US military juggernaut.

Why? Because their deaths captured in such a pithy way Korea’s own tragedy. Their crushing by a US tank symbolized Korea’s being run over, for over half a century now, by the strategic interests of the world’s most powerful country. Suddenly, for Koreans young and old, right and left, in the South and in the North, worker and entrepreneur, civilian and soldier, famous and obscure, everything has become painfully, perfectly clear: you have been run over repeatedly for over half a century.

We in Asia have also been shaken by this death of innocents and exoneration of the guilty. For Korea, a nation sliced in half by a superpower’s strategic needs, in turn, symbolizes Asia is a continent that has been repeatedly run over and crushed by colonial powers and great powers in pursuit of the violent logic of commercial and strategic advantage.

The people of the Philippines, my people, wanted nothing more than to liberate themselves from Spain in 1898 and to live in peace. That was not to be.

The expansionist United States grabbed our country and embroiled us for over a century in conflicts and wars that had no relevance to the interests of the Filipino people.

The US is still in my country in force, and today, it is dragging us into a war against peoples against whom we have no quarrel, against our Muslim brothers and sisters.

Today, Washington moves through the Asian region like the Angel of Death, intimidating and coercing and bribing leaders from Japan to Indonesia to Pakistan to participate in an act that not only would contravene international law but also take the lives of hundreds of thousands of people, including young lives like those of Shim and Shin.

The invasion of Iraq tomorrow would be an extension of the same strategic imperative that led over 50 years ago to the division of the Korean nation. There is no difference.

The same forces, the same interests, the same drives are at play, though the face of imperial power then was that of Truman and MacArthur while today its ugly face is that of George W. Bush.

Iraq, Afghanistan, Indonesia, the Philippines, Okinawa.

Like Shim and Shin, like Korea, these nations or peoples have been crushed without pity because they got in the way of US strategic interests.

Yet consciousness of oppression and anger is not enough.

Anger must translate into consistent mobilization until your country is free once more from the yoke of the Yankee presence.

Anger must also translate into your participation in the global struggle against war, against imperial expansion.

Ending the US presence in Korea, we must all realize, is one front of a broader war and the global war for peace, justice, and sovereignty.

You cannot achieve victory on the Korean front of this war unless you also participate in the struggles on other fronts, the most critical of which right now is preventing the US from bombing and invading Iraq.

For like all bullies, like all empires, Washington’s success in destroying Iraq will translate into greater arrogance and disdain of the wishes of the Korean people, the Filipino people, the people of Okinawa, the peoples of the world.

Our future and our freedom are indivisible.

Let me stress though that our enemy is the US, not the American people.

The American people have been consistently misled into believing that the interest of their government and the corporate elite that rules America is also their interest. Nothing could be further from the truth, but we must not condemn them but work hard to educate them that their real interests lie in the liberation of the Korean people.

I ask you to answer me loud and clear: Who are the murderers of Shim and Shin?

Who has benefited from the continuing division of Korea?

Who is the real enemy of the Korean people?

Who is the real enemy of the peoples of Asia?

Who is the enemy of the peoples of the world?

Now, I ask you join me as we recite the Asian people’s pledge to avenge the deaths

of these two beautiful Korean children.

We promise never to rest until we rid Korea of the US military presence.

We promise never to rest until we rid Asia of the US military.

We promise to exert all our efforts to prevent the United States from invading Iraq.

We promise you, Shim and Shin, that your deaths were not in vain.

Long live Shim and Shin. Down with the United States.

We, the peoples of Korea, Asia, and the world, shall overcome.
