Solidarity Message for Peace from Korean Peace Groups

Dear friends

We, Korean peace groups, are sending our greetings in solidarity to your Peace Conference on April 20,2002, in the U.S.A.

We are much concerned about the deepening conflict between Israel and Palestine. The conflict in this region erodes our painful worldwide efforts for peace. For this reason, we strongly urge the Israel authority to stop the attack on Palestine.

In the State of the Union message, the Bush Administration accused North Korea of “Axis of Evil,” mentioning a possible development of weapons able to destroy a mass. This reveals its intention to expand the ‘War against Terror’ to North Korea. We are confident that it is not North Korea but the Bush Administration who is causing security crisis in Korean Peninsular raising ‘Threats of North Korea.’

First, the Bush Administration has been breaking the Agreed Framework (1994) which compromised the relationship between North Korea and the USA. By requiring the Nuclear Posture Review the Framework states that North Korea must stop developing nuclear weapon for normal relations of the two nations. International Atomic Energy Agency as well as the USA itself have recognized that North Korea stopped developing nuclear weapons according to the Agreed Framework. The issue of disclosing Pyongyang’s nuclear activities in the past will be settled if the USA satisfies North Korea’s demand for compensation caused by delayed provision of light-water nuclear reactors. However, the Bush Administration threatens that they will stop providing North Korea light-water nuclear reactors if North Korea does not accept an early Nuclear Posture Review which the two failed to agree in Geneva. In addition, the Bush Administration withdrew the negative security assurance and delayed to provide raw petroleum to North Korea, which they compromised to follow in the Geneva Agreement. The Bush’s militarist and unilateralist approach drives North Korea in the corner and turns Korean Peninsular back to security crisis climate of 1994.

Second, to rationalize the deployment of Missile Defense System the Bush Administration calls attention to missile threat of North Korea. It maintains without any evidence that North Korea exports most missiles and exaggerates without proper investigation that North Korea almost succeeded in developing intercontinental ballistic missile that can reach the USA. Thus, we doubt whether the Bush Administration has a genuine intention to dialogue or negotiate with North Korea to settle the issue.

Third, under the current military confrontation it is much dangerous to break the power balance between two Koreas. However, the Bush Administration forces, on one hand, North Korea to disarm, and on the other hand, South Korea to purchase cut-edged weapons and participate in the Missile Defense System. A pile of evidences depicts the true nature of the Bush Administration’s policy against Korean Peninsular: Behind-the-scenes pressure on the South Korean government to opt for the Boeing Company’s F-15K for the controversial muti-billion dollar F-X fighter jet project, exporting the surface-to-surface missile that can range any place in North Korea, and selling plan of Patriot PAC-3 and Aegis weapon of Missile Defense System, etc. All this is to meet the demand from its military industries and to rationalize its proliferation of arms and war.

We agree that North Korea’s nuclear and missile development must be settled to build peaceful Korean Peninsular, East Asian countries and further the entire world. However, we are strongly opposing to the Bush Administration, because they unilaterally break up the Agreed Framework between North Korea and the Clinton Administration. They are rather provoking security crisis on Korean Peninsular than solving the issue of North Korea’s nuclear and missile development.

We, Korean peace groups, are sending our support for your efforts to prevent the Bush Administration from expanding the war and destroying peace. We believe that worldwide efforts for peace are the only answer for the future generations on the earth.
