<파병반대의 논리> 한국도 프랑스·독일처럼 독립국가로 행동해야

각계전문가와 세계지성이 말하는 이라크 파병반대의 논리

아래 글은 한국친우봉사회(American Friends Service Committee)의 전 동아시아 지역담당 간사였던 John Feffer가 이라크파병반대공동행동에 보내온 메시지입니다.

한국이 미국에 대한 의존에서 벗어나 영국과 독일같이 독립국가로 행동하는 것을 시작하는 것이 중요하다고 생각한다. 남한은 경제적인 면에서 어느 정도 그렇게 행동해왔다. 그러나 동아시아에서의 군사화가 진전되는 상황에서, 군사적 관계를 변화시키는 것은 훨씬 더 민감하고 어렵다. 이러한 군사적인 관계를 변화시킬 방안의 하나는 남한이 이라크 전쟁을 지속시키기 위한 전투병을 보내지 않겠다는 입장을 내세우는 것이다.

로마는 제국의 변방에서 벌어지는 그들의 전투를 많은 나라들에게 맡겼었다. 남한의 군대 역시 다른 나라들간의 전쟁에서 전투를 벌여야 하는 그러한 처지에 있었다. 이라크의 경우, 대안은 명확하다 ; 이라크 주권을 회복하고 이라크를 재건하는 것을 돕기 위해 국제사회와 함께 활동하는 것이다.

한국이 이 대안을 추구하기를 바란다.

I think that it is important for South Korea to begin to wean itself from its dependency on the United States and act as an independent country like Germany or France. South Korea has done so economically to a certain degree. The military relationship, however, is much more sensitive and more difficult to change, particularly in the context of increased militarization in East Asia. One way of changing this military relationship is for South Korea to assert itself more by not sending combat troops to continue the war in Iraq.

The Romans relied on the services of many nations to fight their battles on the far edges of the empire. South Korean soldiers have been cast into this same position of fighting other people’s wars. In the case of Iraq, the alternative is clear: to work with the international community to help rebuild Iraq and restore Iraqi sovereignty.

I hope that South Korea will pursue this alternative.
