“국제앰네스티는 참여연대가 유엔 안전보장이사회에 천안함 사건의 국제조사결과에 의혹을 제기하는 서한을 보낸 것과 관련해 서울중앙지방검찰청이 수사에 착수했다는 것에 우려하고 있다. 이 시민단체는 국가보안법을 위반해 북한을 ‘이롭게’한 것과 공무집행방해, 명예훼손 혐의를 받고 있다.”
 
“교사들의 정치활동에 대한 수사에 이어, 이번 수사 역시 정부에 비판적인 이들을 표적으로 삼는 과도한 대응의 양상을 띄는 것으로 보여진다.”
 
“국제앰네스티는 또한 국가보안법이 기본적인 표현과 결사의 자유를 평화적으로 행사하는 개인이나 단체에 자의적으로 적용되고 있는 것에 대해 우려하고 있다. 단순히 말해 이 법은 이견을 잠재우는 도구로 사용되고 있다.”
 
“국제앰네스티는 한국정부가 북한과 관련해 안보 우려를 가지고 있는 점을 이해한다. 하지만 안보 우려가 개인이나 단체들의 인권 행사, 특히 평화적으로 정치적인 견해를 표현할 권리를 부인하는 데 이용되어서는 안된다.”

“Amnesty International is deeply concerned about the Seoul Central Prosecutor’s Office’s decision on Wednesday to investigate the People’s Solidarity for Participatory Democracy (PSPD) for sending a letter to the UN Security Council questioning the results of the international investigation into the sinking of the South Korean navy vessel the Cheonan. 
The civic group is accused of “benefiting” North Korea, in violation of the National Security Law, interfering with state’s act and defamation. 
 
“Following on from the case against political activities by state school teachers, this investigation appears part of a pattern of excessive action targeting government critics.”


“Amnesty International is also concerned that the National Security Law continues to be used to arbitrarily target individuals or groups peacefully exercising their basic rights to freedom of expression and association.  Simply put, this law is used as a tool to silence dissent.”
 
“Amnesty International appreciates that South Korea has security concerns with regard to North Korea. However, security concerns should never be used to deny people or groups the right to exercise their human rights, in particular the right to peacefully express political views.”
