아래글은 12월 14일 범국민평화대행진 집회에서 발표된 APA의 연대선언입니다. APA(아시아평화연대, Asian Peace Alliance)는 여러국가 평화단체및 개인들로 구성되어 2002년 9월 창립한 네트워크 조직으로 아시아를 비롯 오스트레일리아등 18개국의 평화단체와 개인들로 구성되어 있습니다. 한국에서도 평화를만드는여성회, 평화와통일을만드는사람들, 비폭력평화연대, 자주평화통일협의회등 4개 단체가 참여하고 있습니다. 아래 번역본과 원문을 모두 게재합니다.(편집자주)

[연대선언] 남한에서의 반미 시위에 연대를 표명하며

아시아평화연대는 최근 남한에서 반세기 동안의 미국과의 관계에 의문을 제기하는 대규모 대중시위가 벌어지고 있는 것에 특별히 주목한다. 우리는 미군장갑차에 의해 두 여중생이 비극적으로 압사당한 것에 대해 깊은 애도를 표하며, 또한 그 부모들이 미군당국으로부터 부당하게 대우받고 두 미군병사가 미군사법정의 기만적인 재판에서 무죄로 방면되는 것을 충격으로 지켜보았다.

신효순, 심미선 두 여중생에게 깊은 애도를 표하면서, 우리는 또한 한국이나 아시아 전역에서 미군 범죄에 의해 빈번하게 희생당한 수많은 무고한 민중들을 기억하고자 한다. 우리는 이 순간이 아시아에서 평화로 나아가는 데 있어 결정적으로 중요한 시간이라 보며, 남한 전역에서 퍼지고 있는 미군의 존재에 대한 강한 비판의 물결을 강력하게 지지한다.

우리는 미국정부가 그동안 남한 민중의 생명과 안전을 무시해 온 것을 비난한다. 그동안 남한에서 미군에 의해 매년 수백 건의 심각한 범죄가 자행되었음에도 불구하고 대부분의 범죄자들이 처벌받지 않은 데 대해 충격을 감추지 않을 수 없다. 최근 두 소녀의 희생은 미군이 이 땅에 주둔한 후 벌여온 강간, 살인과 같은 수천 건의 범죄와 같은 맥락에 놓여 있다.

이러한 범죄에 대한 시민들의 분노와 정당한 처벌 요구는 번번히 ‘안보’를 핑계로 하여 무마되어 왔다. 그러나 지난 20년간 축적되어 온 한국민들의 민주주의에 대한 열정은 더 이상 미군 당국의 오만이 은폐되는 것을 허용치 않는다. 정상적인 사회라면 도저히 받아들여질 수 없었던 그런 범죄들이 남한사회에서는 그 동안 미국의 전략적 이해라는 명분 아래 너무나 오랫동안 정당화되어 왔다.

이제 한국민들은 오만한 힘으로부터 무고한 생명을 보호하기 위해, 이러한 비정상성을 바로잡기 위해 일어서고 있다. 최근 시민들이 매일같이 밝히는 촛불들은 한국민들 앞에 놓인 새로운 길을 밝힐 것이라 믿는다. 우리는 이들과 함께 평화와 인간의 존엄성을 표명하며 함께 하고자 한다. 우리는 그동안 억울하게 죽어간 수많은 이들의 영혼에 애도를 드린다. 또한 무고한 생명을 앗아간 오만한 미국을 규탄한다.

우리는 아시아평화연대의 모든 회원단체와 활동가들이, 미국과의 부당하고 불의한 관계를 비판적으로 성찰하고 이를 변화시키고자 노력하는 한국민들의 힘겨운 노력에 박수를 보내기를 요청한다.

우리는 지금 서울을 비롯하여 남한의 대도시들에서 자발적으로 이루어지는 시위들을 보고 있다. 매일 저녁 미대사관 앞을 비롯하여 대도시의 중심지에서, 남녀노소와 직업에 관계 없이 많은 사람들이 이 촛불시위에 참여하고 있다.

미국대사관 앞에서 수천명이 모인 첫 번째 촛불시위는 인터넷을 통해 자발적으로 조직되었다. 매일 수백만의 젊은이들이 인터넷을 통해 반미시위를 조직하고 이를 알려내고 있다. 이들 중 일부는 미백악관 웹사이트를 공격하기도 했으며, 또한 유명가수들이나 배우들 역시 촛불시위에 참석해 남한에 대한 미국의 오만한 정책을 비판하는 특별 컨서트를 열고 또 그들의 의견을 발표하고 있다.

교인들도 기도모임이나 단식투쟁을 전개하고 있다. 지금까지 학생들에 의해 비폭력적으로 조직된 데모대가 두 개의 미군기지 안에서 기습시위를 하였다. 학생들은 이 문제에 대해 특별학습을 하기도 한다. 이 모든 것이 거대한 군사력에 대항하는 한국인들의 평화와 인간의 존엄성에 대한 근본적인 바람을 보여주는 아주 중요한 표징들이다. 그들은 이제 역사에서 아주 중요한 순간을 창조해내고 있다.

우리는 미국의 새로운 전쟁전략이 한국을 비롯하여 세계전역에서 확산되는 새로운 반미정서의 직접적 원인이라고 선포한다. 남한은 지난 50년 동안 동아시아에서 미국의 이익을 지켜내기 위한 전략적 기지 역할을 해왔다. 최근까지만 해도 이러한 미국의 정책에 반하는 목소리를 내는 것은 생각할 수도 없는 일이었다.

공적 영역에서의 국가 폭력과 금기가 미국의 이익을 지켜주곤 했다. 심지어 지난 1980년 전두환 장군의 부대가 광주시민들의 시위를 압살하는 데 미국이 암묵적으로 승인해주었을 때에도 단지 소수의 목소리만이 남한에서의 미군의 존재에 대해 의문을 표시했을 뿐이다. 최근 두 여중생 사망과 같은 유사한 범죄는 거의 매년 매일 주목받지 못한 채 자행되어 왔다.

한국민들은 부시의 새 정부가 김대중 대통령의 대북유화정책에 대해 의구심을 표하면서 비로소 미국에 대한 불편함을 드러내기 시작했다. 이때부터 미국의 전략적 이익은 한국민들의 이익과 충돌하기 시작한다. 워싱턴으로부터의 새로운 메시지는 김대중 정부의 햇볕정책이나 워싱턴의 매파를 제외한 모든 이들의 환영을 받은 남북정상회담과 화해의 물결에 대해 공공연한 불신을 드러내기 시작했다.

이후 부시행정부는 북한을 테러리즘을 지원하는 나라에 포함시켰고 또한 새로운 선제공격전략을 발표했다. 이것은 한반도에는 사실상의 전쟁 신호에 해당되는 것이었다. 덧붙여 2002년 부시는 서울과 아무 상의도 없이 북한을 ‘악의 축’으로 선언하고 만다. 곧 이어진 부시의 서울방문은 한국민들의 예기치 않은 반발로 타격을 입었다. 그동안 한국 정부는 한국문제가 워싱턴에서 다루어질 때 단지 방관자였을 뿐이다.

우리는 이러한 역사적 맥락 속에서 새롭게 전개되고 있는 남한사회의 반미시위의 흐름을 이해한다. 이는 무고한 두 여중생의 영혼에 대한 연민인 동시에 워싱턴으로 인해 새로이 촉발된 평화와 반군사주의를 향한 집단적 호소이다. 이는 또한 화해와 협력이 이 지역에서 바야흐로 남북관계의 규범이 되어가고 있는 이즈음에 있어 미군주둔의 적법성과 워싱턴의 독재에 대해 오랫동안 유보되었던 질문이다.

오늘날 대중들의 참여는 오랫동안 품어온 평화에 대한 염원으로부터 출발하여 전쟁으로 이익을 추구하는 미국에 저항하는 직접적인 표현으로까지 나아갔다. 이들의 결단과 참여로 한국인들은 이제 오랫동안 자신들을 묶어온 족쇄로부터 벗어나 평화를 향한 새로운 단계를 성취해 내고 있다. 우리는 현재 한국이나 아시아 전역에서 고압적인 미국의 존재의 정당성이 위기에 도달하고 있음을 목도하고 있다.

우리는 평화를 염원하는 모든 이들이 한국민들과 강한 연대를 구축하고 전쟁을 추구하는 미국에 의해 유발되는 위험에 맞서 함께 목소리를 모을 것을 촉구한다.

우리는 아시아평화연대의 회원으로서, 또한 강대국의 전략적 이해 때문에 수많은 무고한 민중이 희생된 아시아의 시민으로서, 모든 평화를 사랑하는 시민과 평화운동 그룹들이 현재 지구적 차원에서 전개되는 반전운동을 위해 함께 손을 잡을 것을 촉구한다.

우리는 국제사회가 해외주둔 미군에 의한 범죄행위를 감추려는 미국의 노력을 비난할 것을 호소한다.

우리는 평화를 사랑하는 모든 아시아 민중들이 해외주둔하는 미군에 의한 폭력을 중지시키기 위해 우리의 강력한 목소리를 함께 모을 것을 요청한다.

우리는 석유를 위한 전쟁을 시작하려는 미국의 기도를 중지시키고자 하는 모든 평화를 사랑하는 시민들과 평화단체들과의 강력한 연대를 촉구한다.

In Solidarity with Anti-US Protests in South Korea

The Asian Peace Alliance takes special note of the recent upheaval of public reaction in South Korea concerning the country’s half-century long relationship with the United States. We are witnessing with profound compassion how tragically two young girls were crushed to death by a US forces tank on a public road, and with shock how un-fairly their families have been treated while the assailant US servicemen were set free by a sham trial in the American military court. While expressing our deepest condo-lence to the two girls, Shin Hyo-Soon and Sim Mi-Sun, and their families, we hope this brings us to the dear memory of many more innocent people in Korea and around Asia, so often hurt or perished by the criminal conduct of US forces. We also note that this is truly a crucial time of change towards peace in Asia, and would like to convey our strong support for the wave of actions against US military presence now spread-ing widely in South Korea.

We condemn the US Government’s continued neglect of civilian lives and well-being in South Korea. We are deeply appalled that in South Korea hundreds of serious crimes are committed by the US servicemen every year, but most of the assailants are not brought to jus-tice at all. The case of the recent victims is part of thousands of criminal cases, in-volving rapes and murders, since US forces were stationed in the

country. Security concerns have been used to quell the rightful public anger and demand for justice in the past. But the accumulated democratic energy among Korean people in the past two decades no longer allows the arrogance of the US authorities to continue

unno-ticed. What is totally unacceptable in a normal society has been justified too long in South Korea in the name of the US strategic interest. The Korean people today are standing up to correct this abnormality, as a way to protect innocent lives from arro-gant power. The candles they light every evening these days will, we believe, light a new path ahead for the people. We stand with them in the name of peace and human dignity. We console the souls of the dead with our common stand. We condemn the US arrogance over innocent lives.

We call on our friends in Asia to salute the Korean people’s hard efforts to have a critical reflection of their unequal and unjust relationship with the United Sates, and their respectful actions to change it.

We now witness voluntary protests spreading from Seoul to all over the major cities in South Korea. Everyday there are evening candlelight vigils in front of the American Embassy in Seoul and town centres in other cities, called for and participated in by people of all age and profession. The first evening vigil near the American Embassy was attended by more than ten thousand people, most of them informed through vol-untary networks of communication. Millions of young people are talking, networking, organising and spreading words on this anti-US protest on the net every day. Some of them have tried to shut down the White House website. Pop stars and movie actors are

joining the vigils, holding special concerts and declaring their views on the arro-gance of the US policies towards South Korea. Religious groups are holding prayer meetings and protest fasts. So far two US military bases have been broken in and unintentionally hosted peaceful demonstrations launched by students. School pupils are holding special discussions. All are deeply significant signs of a fundamental wish of the people in Korea?for peace and dignity in the face of military might. They are creating an important moment in the country’s history, as well as ours.

We declare that the new US war strategy is the direct cause of a new ‘anti-Americanism’ now spreading in Korea and elsewhere. South Korea has been a strategic base for American interest in East Asia for five dec-ades. Raising a voice against the US policy was unthinkable until recently. Many were tortured and imprisoned for raising such voice. State terror and taboo have protected American interest in the public domain in Korea. Even when the US gave a tacit ap-proval to Chun Doo-hwan’s army for crushing civilian protesters in Kwangjoo City in 1980, there were only limited voices questioning the presence of the US in the coun-try. The crimes similar to the recent ones have usually gone unnoticed, almost every day every year.

It is only when the new Bush administration began to question Kim Dae-jung’s soft-line approach to North Korea that people in Korea began to express unease. From this point, the American strategic interest began to clash with the interests of the people in Korea. The new messages from Washington began to publicly discredit Kim Dae-jung’s ‘Sunshine Policy’ and the reconciliatory developments between two Koreas, which have been hailed by almost all people except Washington hawks. Then, Bush administration kept North Korea in the list of countries sponsoring terrorism while in-troducing the new pre-emptive strike doctrine. This amounted to a de facto war signal in Korea. And in 2002, Bush announced North Korea as a part of the Axis of Evil, without any consultation with Seoul. His first visit to Seoul was consequently

marred by unprecedented antagonism from the Korean public. Seoul was kept on the sideline whenever Korean issues were brought up in Washington.

We embrace the recent wave of ‘anti-US’ protests in South Korea in this historical context. It is both a compassion for the innocent souls of the two girls and a collective call for peace and anti-militarism now instigated by Washington. It is calling for a long-awaited question, questioning the legitimacy of the US military forces and Washington’s dictation when reconciliation and cooperation have become norms of engagement in the region. Today’s popular actions start from the Korean people’s long-held love for peace, and reaches out to be a direct expression against the war-seeking interest of the US. And by their determination and level of participation, Ko-rean people are now achieving a new step towards peace away from old shackles. We are witnessing the coming of a crisis of legitimacy for the American heavy-hand in South Korea in particular and in Asia at large.

We therefore urge all those concerned with peace to forge a strong solidarity with the Korean people today and to raise a voice together against the danger caused by the war-seeking US forces.

We as members of the ASIAN PEACE ALLIANCE and as peoples of Asia, where so many innocent lives have been lost by the strategic interests of the super-powers, also urge all peace-loving people and peace groups to join hands with the current global

anti-war movement. The US war on Iraq is inhuman violence by military intervention, and our global anti-war movement will stop it from happening.

We appeal to the INTERNATIONAL COMMUNITY to condemn the continued US efforts to cover up criminal activities of its servicemen abroad.

We call on all PEACE-LOVING ASIAN PEOPLES to come together to generate strongest voice together, to end violence caused by the US overseas forces.

We call on strong solidarity among all peace loving people and peace groups to stop the US from launching a war for oil.
