The press conference on a joint campaign ‘Wasteful Budget, Change the System’


– Joint Campaign of Labor Organizations, Civil Organizations and a Politcial Party for opening a watching window for receiving information about personnel affair corruption and wasteful budget expenditure, and improving an anti-corruption system

The PSPD(People’s Solidarity for Participatory Democracy), Government Employees Union, NGOs, and a political party pulled together and started a campaign for liquidation of corruption and extermination of budget waste. This joint campaign includes the public labor unions such as Korean Government Employees Union and Public Transport Union, and the budget and anti-corruption-related NGOs like Center for Open Information, Center for Good Budget, PSPD, and the National Assembly lawmaker Jo Seungsoo belonging to the New Progressive Party.

Today (14 September) at 10:30 a.m., they announced the start of a joint campaign ‘Wasteful Budget, Change the System’ through a press conference at Jeongronkwan in the National Assembly building. This campaign group provided information about personnel affair corruption problems in the civil services and the public organizations, which has became a big issue because of the ex-Minister Yu’s special employment incident, and wasteful expenditure of budget related to the 4 major rivers restoration project. After that, they are going to disclose them during the period of an inspection of the government offices. Also, based on these cases, they are going to try to improve the system through legislation activities about such as ‘Public Servants’ Ethic Law’, ‘Sunshine Law’, ‘Public Records Act’, ‘Residents Litigation Law’ and ‘Taxpayers Litigation Law’.

The National Assembly Member Jo Seungsoo in the New Progressive Party, the chairman of the headquarter of irregularities and corruption deportation, Oh Youngtaek in the Korean Government Employees Union, a vice president chairman Go Donghwan in the Public Transport Union, a secretary general, Kim Minyoung in the PSPD participated in this press conference.



<Statement of the Press Conference>

It has been a big issue that the ex-Minister of Foreign Affair and Trade, Yu Myeonghwan’s daughter had been employed with preferential treatment. People get angry because similar special employment cases in the public organizations and enterprises are revealed one after the other. In the severe unemployment situation among young people, the social atmosphere with rampant corruption is taking dreams and hopes from the young people.

It is said that the welfare policy budget, which guarantees a minimum of human life, is inadequate, but 22 trillion won of taxpayers’ precious money is being pumped into 4 major rivers restoration project which most people oppose and kills many lives.


Irregularities and corruptions are caused by obscurity and inequality. It is needed that people are not reprimanded for reporting corruption and be protected as a sovereign entity upholding transparency to be informed of procedures of government policies. Only when these are achieved, ‘fair society’ that the Lee administration insists will become a reality.

During this regular session of the National Assembly, labor unions, civil-societal organizations and political parties pull together and carry on a joint campaign <Wasteful Budget, Change the System>.


The joint campaign group investigates the cases related to a personnel affair corruption especially in special employments, irregularities and corruption of the federal and local governments, and a wasteful budget expenditure. We are going to conduct a campaign publicly by opening a window for receiving information through  phones and the Internet and holding provincial meetings. 13 hundred thousands of the public officials of the Korean Government Employees Union will play important roles as whistle-blowers. 14 hundred thousand laborers of the Public Transport Union are going to disclose a wasteful budget expenditure of the public organizations and unfair personnel affairs when an inspection of the government offices in the National Assembly is conducted.


Moreover, civil-societal organization with a specialty on watching budget and corruption is going to categorize the problem and make an institutional alternative proposal based on information from the fields. By improving ‘Public Servants’ Ethic Law’, we plan to reform the system to prevent the personnel affair influenced from above and strengthen protecting the public whistle-blowers. Furthermore, we will make an effective alternative plan for civic participation and resident monitoring by enacting ‘Taxpayers Litigation Law’ and improving ‘Residents Litigation System.’.


Until the day when people’s precious tax is not wasted and people as sovereigns are guaranteed their democratic participation, labor unions, civil-societal organizations, and political parties will persevere. We ask you support and join this campaign < Wasteful Budget, Change the System> to eradicate irregularities, corruption and wasteful budget expenditure which are rampant today.
