Welcome to Presidential Candidate Noh’s Announcement to Enact an Anti-corruption Law

– The immediate normalization of the National Assembly and legislation of the law nee

Noh Mu-hyun, the presidential candidate of the Millennium Democratic Party, called a press conference on the 4th of July and announced his will (1) to make a public hearing for the appointing process of high ranking officials like the head of the NIS (National Intelligence Service) and the Prosecutor General, (2) to set up an investigation body exclusively for inspecting high-ranking officials, and (3) to revise the political fund law so that only checks can be used for the fund. He made clear he wants to make the promises done within this year and proposed a talk with Lee Hoi-chang, the presidential candidate of the Grand National Party.

The PSPD, which held its position stating “We need some legislation before the presidential election, not empty words” in response to work plans issued on the 27th of June by the special committee for anti-corruption of the Millennium Democratic Party, welcomes Mr. Noh’s announcement on the anti-corruption law. But the ethics code for the public officials and the prosecution office law should be included in the ‘enactment’ list. Moreover the modification of the law to prohibit money laundering, which precludes the collection of black money and its influx into political circles, should also have the highest priority in the series of anti-corruption laws.

The Millennium Democratic Party held its position to oppose the special prosecutor who is in charge of the scandals of power politicians and the expansion of targeting officials in the personnel hearings. Now, at the point of Mr. Noh’s announcement on the enactment of the related laws, there is no excuse to put off the legislation. The two major parties should agree on the makeup of special committees. They should open the special session for follow-up actions and take concrete actions for the legislation of the mentioned laws.

Especially, the National Grand Party, the major party in the parliament assuming the responsibility to run the parliament with citizens’ trust, and its presidential candidate Lee, should manifest its will for anti-corruption and clean politics by its concrete actions for the enactment of anti-corruption laws within this year.

Considering the special election campaign, there is not much time for the legislation of the anti-corruption laws within this year. The political parties are expected to show hope and their will to a people tired of power scandals and vain warfare in parliament by revising and enacting a set of anti-corruption laws within this year.
