태국 정부는 유혈 진압을 중단하라

한국시민사회단체는 지난 5월 19일 태국대사관 앞에서 태국 정부가 ‘붉은셔츠’시위대를 무력 진압하는 것을 반대하는 기자회견을 가졌습니다.

태국 정부는 유혈 진압을 중단하라


현재 태국에서는 군대가 시위대를 무자비하게 살해하고 있다. 한국 시민사회와 민중운동 진영은 30년 전 군부의 광주 민중 학살을 떠올리게 하는 태국군의 유혈 진압을 엄중하게 규탄한다.

지난 주말부터 태국 군대가 ‘붉은 셔츠’로 불리는 시위대를 무력으로 진압하면서 30명이 넘는 시위대가 사망하고 수백 명이 다쳤다. 끔찍한 참사가 발생했음에도 태국 정부는 군인들이 시위대에 섞여 있는 “테러리스트들”을 상대로 발포했다고 강변하고 있다.

그러나 정작 태국 군대의 비이성적인 진압으로 희생된 사람들은 비무장 시위 참가자, 의료진, 10세 소년, 캐나다 언론인과 지나가던 쇼핑객들이었다. 해외 언론들은 태국 군이 의도적으로 시위대를 상대로 정조준 사격을 했다고 보도하고 있고 시위 참가자들에 따르면 정부의 발포로 죽은 사람의 수는 50명이 넘고 있다.이러한 태국군의 붉은 셔츠 시위대에 대한 야만적인 진압은 이번이 처음이 아니다. 지난 4월에도 군대의 발포로 인해 30명이 사망했다.

붉은 셔츠로 불리는 시위대는 올해 3월부터 현 민주당 정부의 사퇴와 새로운 총선 실시를 요구하면서 수도 방콕에서 무기한 점거 시위를 시작했다. 현 태국 정부는 2006년 9월 쿠데타를 일으킨 군부의 후원을 받아 2008년 말 집권한 이후 반복해서 총선을 곧 실시하겠다고 약속해 왔다. 붉은 셔츠 측에서 총선실시를 요구하며 시위를 벌이는 것은 지극히 정당한 요구이다.

그러나 태국 정부는 시위대와 대화를 시도하기는커녕 “협박에 굴복할 수 없다”고 말하며 강제 진압을 시도하면서 많은 시위대들이 희생당하고 있는 것이다. 군대의 발포에도 불구하고 붉은 셔츠 시위대가 점거농성을 지속하자 태국 정부는 마지못해 협상에 응했다. 협상을 통해 양측은 9월 의회 해산과 11월 총선 실시, 유혈 진압 책임자 조사 및 처벌 등에 합의했다.

그러나 합의에도 불구하고 태국 정부는 유혈 진압 관련 책임자에 대한 조사의지가 없었으며 이에, 시위대가 책임자 조사를 요구하며 시위를 지속하자 정부는 11월 총선 실시 약속도 파기하겠다고 발표하였다. 지난 주말 직전 붉은 셔츠 지도부가 유혈 사태를 피하기 위해 협상을 재개하자고 요구했지만 오히려 태국 군대는 시위대를 포위하고 주변을 실탄 사격 지대로 설정했다. 현재 태국에서 발생하고 있는 비극적 상황의 책임은 전적으로 태국정부가 져야 할 것이다.

한국 시민사회와 민중운동 진영은 결코 태국 정부의 더 이상의 유혈진압을 묵과할 수 없으며 지금이라도 시위대와의 협상에 나설 것을 강력히 촉구한다. 아울러 이번 학살 책임자에 대한 철저한 조사와 처벌이 반드시 이뤄져야 할 것이다. 광주의 아픔을 기억하는 우리는 태국민중들과 연대하여 민주주의와 인권을 위해 중단 없이 전진할 것이다.

              Thai government must immediately stop the deadly crackdown on protestors

The Thai army is slaughtering Thai civilians. We in the Korean civil society and popular movements, who remember the massacre of Gwangju citizens by the Korean military junta three decades ago, strongly denounce the Thai army’s use of deadly force against its own citizens.

Over 30 people have been killed, with hundreds injured, since last weekend when the Thai army began firing live ammunition at ‘Red Shirt’ protestors. The Thai government insists the soldiers were shooting at “terrorists” in the midst of protestors – “terrorists” who turned out to be unarmed protestors, medical staff, a ten-year-old boy, a Canadian journalist, and shoppers who happened to pass by the area.

International media sources report that Thai soldiers fired shots deliberately aimed at protestors, while protestors testify to more than 50 people dead since troops opened fire.
This isn’t the first time the Thai army drew blood from protestors. Troops had already shot dead 30 people last April.

The Thai protest movement, also known as the ‘Red Shirts’, had begun an indefinite occupation of the streets of Bangkok since March this year, demanding  that the current government step down and new elections be held.

The current Thai government, since coming to power at the end of 2008 on the back of a military coup in September 2006, repeatedly promised to hold elections in due time. Therefore the Red Shirts are entirely justified to hold protests demanding elections.

But rather than engaging in dialogue with the protest movement, the Thai government is attempting to put down the movement through violence, resulting in the horrible bloodshed we are witnessing.

The government agreed to negotiate only after the Red Shirts held firm in the face of the army shootings. Through negotiations it was agreed that parliament would be dissolved in September, elections would be held in November, and those responsible for the shooting of civilians would be brought to justice.

Despite the agreement, the Thai government showed no commitment to investigate those responsible for the killings, prompting the Red Shirts to continue protesting. And as protests resumed, the government withdrew even its promise to hold elections in November. Shortly before last weekend, Red Shirt leaders demanded resumption of talks in order to avoid further bloodletting. The government answered by laying siege to the protestors and declaring the surrounding areas a “live fire zone.” Responsibility for the ongoing tragedy in Thailand lies squarely with the Thai government.

We in the Korean civil society and popular movements can no longer tolerate the savage crimes being committed by the Thai government, and demand that it immediately resume negotiations with the Red Shirts. It is also critical that those responsible for the massacre be thoroughly investigated and punished for their deeds. We who remember the tragedy of Gwangju will keep marching for democracy and human rights in solidarity with the Thai people.
