<파병반대의 논리> 대량살상무기 발견된 것 없다

각계전문가와 세계지성이 말하는 이라크 파병반대의 논리

지난 3개월 간의 이라크 대량살상무기 사찰의 성과를 논의하게 되어 영광이다.

이 보고서는 이라크 대량살상무기 프로그램에 대한 사찰의 최종 평가는 아니며, 대량살상무기에 대한 조사는 계속될 것이다.

이번 사찰을 통해 괄목할 만한 성과가 나타나고 있는 가운데, 이라크 사찰단은 이라크 자유작전시기의 이라크대량살상무기와 관련한 활동들의 실제 목적, 범위, 규모에 대한 결정적인 단서를 제공할 수 있는 정보와 증거를 탐색하면서, 여전히 많은 부분을 자료수집과 분석에 많은 투자하고 있다.

이라크의 대량살상무기 개발은 20년 이상 지속되었으며, 수천의 인력과 수십억 달러의 자금이 투입되었고, 이라크자유작전(OIF)이 마무리되는 시점에 이르기까지 정교한 보안과 은폐작전에 의해 보호되어왔다.

우리는 1991-2003 시기에 정보기관이나U.N/IAEA의 사찰단들이 이라크 정보국의 규제와 방해로 불완전하고 때로는 거짓된 정보에 의존하여 결론을 내려야 했던 사실을 기억해야 한다. 그 결과로 이라크 대량살상무기 프로그램에 대한 우리의 이해가 언제나 불확실할 수밖에 없었다.

사담후세인 정권이 막을 내림에 따라, 이라크 서베이그룹(ISG)는 처음으로 이라크에서 발견할 수 있는 모든 정보를 수집할 수 있는 기회를 얻었고, 그것은 대량살상무기 개발에 대한 정확한 판단을 이끌어 낼 것이다. 여러 부분에서 아직 단정을 내리는 것은 무리가 있다. 그러나 이번 기회를 통해 이라크전 이후의 가능한 최대한의 범위까지 진실을 반영하는 있는 결론을 도출해 낼 수 있을 것이다.

Text of Iraq weapons inspector David Kay’s congressional testimony, as provided by the CIA:

Thank you, Mr. Chairman.

I welcome this opportunity to discuss with the Committee the progress that the Iraq Survey Group (ISG) has made in its initial three months of its investigation into Iraq’s Weapons of Mass Destruction (WMD) programs.

I cannot emphasize too strongly that the Interim Progress Report, which has been made available to you, is a snapshot, in the context of an ongoing investigation, of where we are after our first three months of work. The report does not represent a final reckoning of Iraq’s WMD programs, nor are we at the point where we are prepared to close the file on any of these programs.

While solid progress – I would say even remarkable progress considering the conditions that the ISG has had to work under – has been made in this initial period of operations, much remains to be done. We are still very much in the collection and analysis mode, still seeking the information and evidence that will allow us to confidently draw comprehensive conclusions to the actual objectives, scope and dimensions of Iraq’s WMD activities at the time of Operation Iraqi Freedom (OIF).

Iraq’s WMD programs spanned more than two decades, involved thousands of people, billions of dollars, and were elaborately shielded by security and deception operations that continued even beyond the end of Operation Iraqi Freedom. The very scale of this program when coupled with the conditions in Iraq that have prevailed since the end of Operation Iraqi Freedom dictate the speed at which we can move to a comprehensive understanding of Iraq’s WMD activities.

We need to recall that in the 1991-2003 period the intelligence community and the U.N./IAEA inspectors had to draw conclusions as to the status of Iraq’s WMD program in the face of incomplete, and often false, data supplied by Iraq or data collected either by U.N./IAEA inspectors operating within the severe constraints that Iraqi security and deception actions imposed or by national intelligence collection systems with their own inherent limitations. The result was that our understanding of the status of Iraq’s WMD program was always bounded by large uncertainties and had to be heavily caveated.

With the regime of Saddam Hussein at an end, ISG has the opportunity for the first time of drawing together all the evidence that can still be found in Iraq – much evidence is irretrievably lost – to reach definitive conclusions concerning the true state of Iraq’s WMD program. It is far too early to reach any definitive conclusions and, in some areas, we may never reach that goal. The unique nature of this opportunity, however, requires that we take great care to ensure that the conclusions we draw reflect the truth to the maximum extent possible given the conditions in post-conflict Iraq.
