“여러분의 항의가 미국의 파워엘리트를 뒤흔들고 있습니다”

미국친우봉사회 조셉 거슨씨가 보내온 연대성명

지난 12월 6일 참여연대는 지금 한국내에서 일어나고 있는 SOFA 개정운동의 개요와 시민들의 자발적인 항의시위 소식을 알리고 연대를 요청하는 이메일을 외국의 평화단체에 보냈습니다. 이에 대해 여러 곳에서 연대를 표하는 답변을 보내왔습니다. 그중 미국친우봉사회(American Friends Service Committee) 조셉거슨씨가 보내온 연대성명을 번역 게재합니다.(편집자 주)

우리는 지난 6월 신효순, 심미선 양의 어처구니없는 죽음 소식에 경악을 금치 못했습니다. 또한, 두 여중생의 죽음에 가장 직접적인 책임이 있는 사람들이 최근 미군 재판에서 무죄판결을 받고, 그들의 상위명령체계에 있는 사람들에 대해 최소한의 형법상 과실 책임조차 규명하지 않았다는 것에 더욱 큰 충격을 받았습니다.

무죄판결 전에도 미국 언론은 두 여중생의 죽음과 한국 국민들의 의분이 한미 관계에서 치유하지 못할 수도 있는 상처를 드러냈다고 보도했습니다. 오늘, 여러분의 항의는 미국의 핵심 권력자들을 뒤흔들고 있습니다. 오늘 아침 뉴욕 타임즈는 ‘공격받는 미국의 정책과 주한미군’이라는 제하의 기사를 실었습니다. 여러분도 잘 아시다시피, 이번 여중생 사망 사건은, 과거에 미국이 한국의 군사정권을 창출하고 지지했던 것과 마찬가지로, 공공의 안전과 상호존중보다는 미국의 지배력 확장만을 추구해온 과정에서 초래된 것입니다. 여러분의 저항은 반드시 필요하며, 또한, 과거에 그러했던 것처럼, 승리할 것입니다.

200여년 전, 민족자결을 위한 반식민지 투쟁의 과정에서 미국 건국자들은 ‘평화적 시기’에 외국 ‘주둔군’의 존재는, (도저히 참을 수 없어서 필연적으로 미국의 독립선언과 혁명전쟁으로 이어진) ‘착취와 약탈’을 낳는다고 단언했습니다. 당시는 탱크나 제트 전투기, 폭격기, 저공야간 침투기, 핵 폭탄, 화생방 무기 등과 같은 것은 있지도 않은 때였습니다. 그 당시에도 전쟁은 해법이 아니었듯이 지금도 전쟁은 해법이 아닙니다. 이는 모든 생명이 귀중하기 때문이며, 어떤 수단을 쓰느냐에 따라 인류의 미래가 달라지기 때문입니다. 안전과 정의로 향하는 길은, 투쟁적인 직접 행동을 포함한, 비폭력적 수단 속에 있습니다.

지난 몇 년 동안 우리와 같은 미국 내 평화 운동가들은, 한국 혹은 다른 나라에서 주둔하는 미군들이 범죄를 저질렀을 경우 그 책임자들이 해당 국가의 법정이 아닌 미국 군사법정에서 재판을 받으며, 범죄행위에 대해 처벌을 받는 대신 종종 무죄로 풀려난다는 사실을 알고 충격을 받지 않을 수 없었습니다. SOFA를 개정함으로써 주한미군의 오만과, 파괴, 그리고 범죄를 ‘줄일’ 수는 있지만 여러분이 고통 받고 있는 착취와 약탈을 ‘근절’시킬 수는 없습니다. 따라서 우리는 여러분의 SOFA 개정 요구를 지지하는 동시에, 미국의 군사식민주의에 종말을 가져다 줄 한국의 평화와 안전, 화해를 위해 노력할 것입니다.

우리는 또한 부시 행정부의 북한에 대한 대립지향적 군사적 접근과 한반도 긴장정책에 강력히 반대합니다. 북한을 ‘악의 축’의 한 기둥으로 규정하는 부시 행정부는 파멸적 전쟁의 위기를 심각하게 고조시키고 있습니다.

우리는 두 여중생 살인사건과 최근 미군 재판부의 무죄판결, 그리고 여러분의 의로운 항의와 시위를 널리 알리겠습니다. 우리는 지역과 국내, 국제 이메일 리스트를 통해 보고서를 보내고, 이라크에 대한 미국의 전쟁을 반대하는 운동과정에서도 여러분의 고통과 투쟁을 알릴 것입니다.

다른 모든 이들처럼 한국 국민들도 안전과 평화를 누릴 권리, 그리고 이러한 착취와 약탈을 끝낼 권리가 있습니다.

Solidarity Statement

Since last June, we have been horrified by the news of the senseless deaths of Shin Hyo-soon and Shim Mi-sun. That horror was compounded the recent news that the men most immediately responsible for their deaths were acquitted in U.S. military tribunals and that those higher up on the military chain of command are not being held accountable for what was, at the very least, criminal negligence.

Even before the acquittal the U.S. press was reporting that the killings and the righteous anger of the Korean people had opened a potentially unhealable wound in Korean-U.S. relations. Today, your protests are shaking the U.S. power elite. This morning’s New York Times carried a major story under the headline: “American Policies & Presence Under Fire in South Korea.” As you know well, the atrocity of the June killings, like U.S. creation of and support for military dictators in the past, results from U.S. pursuit of domination rather than common security and mutual respect. Your resistance is necessary, and, as in the past, you will overcome.

More than two centuries ago, in one of the world’s first anti-colonial struggles for self-determination, the founders of the United States concluded that the presence of (foreign) “standing armies” “in times of peace” resulted “abuses and usurpations” that were intolerable and necessitated the U.S. Declaration of Independence and the revolutionary war. That was before there were tanks, jet aircraft, bombers, low altitude and night-landing exercises, atomic bombs, and military toxics. War was not the answer then, nor is it now. Because all life is sacred, and because means determine ends – the world of the future- the way to security and justice lies in nonviolent means, including militant direct action.

For years, those of us in the U.S. peace movement have been shocked to learn that in many cases of criminal misconduct by U.S. forces in Korea and other nations, those responsible are often tried in U.S. military courts, not in Korean (or other host nation) courts, and that instead of being held accountable for their crimes, they are often allowed to walk free. Revising the SOFAs can reduce the arrogance, destruction and crimes of U.S. forces in Korea, but it will not bring an end to the “abuses and usurpations” you suffer. We support your calls for revision of the SOFA, but we are working for peace, security and reconciliaiton in Korea which will also result in an end to U.S. military colonnialism.

We are also deeply opposed to the Bush Administration’s confrontational military approach to North Korea and to tensions on the Korean peninsula. His administration’s characterization of the North Korean government as a pillar of the “axis of evil”, has massively increased the dangers of catastrophic war.

We are publicizing the outrage of the murders of the two young Korean women, the recent acquittal by the U.S. military tribunal, and your righteous protests and demonstrations. We are posting reports to our regional, national, and international e-mail lists, and as we work to prevent U.S. war against Iraq, we are also speaking of your pain and resistance.

The Korean people, like all others, have the right to security, peace, and the end of these abuses and usurpations.
