<외신속의 이라크 전쟁> 사라진 수십억 달러의 이라크재건자금

조사 결과에 따르면, 수십억 달러의 이라크 재건사업 지원금이 연합국임시행정처(CPA)에 전달된 이후 자취를 감추었다고 한다. 영국의 민간구호단체 Christian Aid는 연합국임시통치기구가 적어도 50억 달러의 지원금을 받았을 것이라고 추정했다. 그러나 그 중 약 10억 달러만이 출처가 밝혀졌으며 만약 연합국임시행정처가 지원금의 출처를 대중에게 공개하지 않을 경우, 사라진 40십억 달러를 삼켜버린 블랙홀은 금년 말까지 배로 늘어날 것이라고 말했다.

토니 블레어 영국 총리는 스페인 마드리드에서 유엔에 의해 개최된 이라크 재건자금 모금을 위한 국제회의에서 사라진 지원금의 출처에 대해 해명하라는 압력을 받기도 하였다. 지난 주에는 군사적, 재정적 국제 지원을 위한 유엔 결의안이 통과됨에 따라 이에 따른 지원금은 유엔과 세계 은행의 감시를 받는 새로운 기금을 조성하게 될 것이다.

Christian Aid는 사라진 40억 달러의 출처가 밝혀지지 않음에 따라, 이라크인들 사이에는 이라크 재건 사업 독점권을 장악한 미국의 거대기업들이 자신들의 이윤을 부풀리기 위해 거액의 기금을 사용한 것이 아니냐는 의혹이 제기되고 있다고 지적했다. 한 영국 고위 외교관은 Christian Aid에 “우리는 그 돈이 어떻게 사용되었는지 전혀 모른다. 나도 알고 싶지만, 우리는 정말 모른다”며 심정을 토로했다.

Christian Aid의 국제부 담당 로저 리델은 “연합국임시행정처 운영에 있어 미국 다음의 지휘를 갖는 영국 정부는 기금 출처의 명확한 해명과 함께 앞으로 합리적인 기금 배분을 요구해야 한다. 이것은 이라크인들의 돈이며 그들은 그 돈이 어떻게 쓰여지는지 알아야만 하고, 그 기금은 모든 이라크 국민들, 특히 가난한 이들을 위해 쓰여져야 한다”고 말했다.

유엔은 금년 초에 애초 다른 이라크 식량사업을 위해 조성된 십억 달러를 새로운 발전 기금으로 전환하였다. 같은 유엔 결의안은 기금 관리를 위한 국제 자문단과 감시단을 형성하기로 예정되어 있었다. 그러한 그 계획은 아직 구체화되지는 않았으며 지금까지 그 기금에서 지출된 항목은 프로그램 검토 이사회(Program review Board)에 의해 사용된 10억 달러 뿐이다.

그러나, 연합국임시행정처는 사담후세인 정부로부터 25억 달러를 압류했으며 이라크전 종류 이후 적어도 15억 달러의 오일사업에 의한 수익을 얻었을 것이라고 Christian Aid는 밝혔다.

Iraq Aid Billions ‘Missing from Coalition Authority’

Billions of dollars earmarked for Iraq have vanished after being handed to the US-controlled governing body, a study revealed today. At least five billion US dollars (£3.1 billion) has been passed to the Coalition Provisional Authority (CPA), a leading UK aid agency calculates.

However, only a fifth of those development funds have been accounted for, figures unearthed by Christian Aid show. And that missing four billion dollar “black hole” will double by the end of the year unless the CPA’s accounts are made public.

Tony Blair was challenged to account for the cash as a United Nations-backed donors conference got under way in Madrid.

The Prime Minister and US President George Bush last week won a new UN resolution calling for international contributions of money and troops. Those donations will go into a new fund overseen by the UN and the World Bank.

But failure to show where the existing cash has gone will fuel suspicion among Iraqis that large amounts are being creamed off by US firms given contracts to rebuild the country, Christian Aid said. One senior European diplomat told the charity: “We have absolutely no idea how the money has been spent. “I wish I knew, but we just don’t know. We have absolutely no idea.”

Roger Riddell, Christian Aid’s international director, called the situation “little short of scandalous”. “The British Government must use its position of second in command of the CPA to demand full disclosure of this money and its proper allocation in the future,” Mr Riddell said. “This is Iraqi money. The people of Iraq must know where it is going and it should be used for the benefit of all the country’s people ? particularly the poorest.”

The UN transferred one billion dollars (£600m) from its old Oil for Food Programme to the new Development Fund For Iraq earlier this year. The same UN resolution was supposed to set up an International Advisory and Monitoring Board to oversee the accounts.

It has not materialised and the only funds accounted for so far are one billion dollars spent by the Programme Review Board. However, the CPA has received 2.5 billion dollars (£1.5 billion) in assets seized from Saddam Hussein’s regime in Iraq and abroad, Christian Aid reveals. Oil revenue has contributed at least another 1.5 billion dollars since the war, the aid agency calculates.
