오늘 한반도 종전 평화 캠페인은 9월 평양공동선언 3년(9/19)과 남북 유엔 동시 가입 30년(9/17)을 앞두고 성명 <평화로운 한반도를 위한 한 걸음, 지금 내딛어야 합니다>를 발표했습니다. 캠페인은 성명을 통해 “평양공동선언 3년을 맞아 대화의 교착을 타개하기 위해 군사 행동과 군비 증강 중단, 대북 제재 완화를 결단할 것”과 “남북 유엔 동시 가입 30년을 맞아 한국전쟁을 끝내고 적대 관계를 청산할 것”을 요구했습니다. 이어 남·북·미 정부가 신뢰 회복과 대화 재개를 위해 최선을 다할 것을 강력히 촉구하고 전 세계 각국 정부와 시민들이 한국전쟁의 공식적인 종전과 평화체제로의 전환을 향한 한반도 주민들의 열망을 지지하고 함께 행동해줄 것을 요청했습니다. 

 

더불어 캠페인은 제76차 유엔 총회와 군축과 국제 안보 문제를 다루는 유엔 총회 제1위원회, 세계 평화의 날 등을 앞두고 유엔 안전보장이사회 이사국, 한국전쟁 참전국 등 33개 국가의 주한 대사관에 서한을 보내 각국 정부가 유엔 총회에서 “한국전쟁의 공식적인 종전과 한반도 평화에 대한 지지를 표명해줄 것을 요청”했습니다. 캠페인은 30년 전 남북 유엔 동시 가입, 이어진 「남북 사이의 화해와 불가침 및 교류·협력에 관한 합의서」와 「한반도의 비핵화에 관한 공동선언」 채택에도 불구하고 한반도에서는 군비 경쟁의 악순환이 지속되고 있고 핵 전쟁의 위험도 남아있다고 짚고 끝나지 않은 전쟁을 끝냄으로써 지금의 교착 상태를 타개해야 한다고 강조했습니다. 마지막으로 다가오는 세계 평화의 날, 한국전쟁의 공식적인 종전을 지지하는 목소리가 유엔 전역에 널리 퍼지기를 간절히 희망한다고 밝혔습니다. 

 

지난해 7월 출범한 한반도 종전 평화 캠페인은 한국전쟁을 끝내고 한반도 평화를 이루는 것을 목표로 하는 국제 서명운동으로, 2023년까지 한반도 평화선언 Korea Peace Appeal에 대한 전 세계 1억 명 서명과 각계의 지지선언을 모아 유엔과 한국전쟁 관련국에 전달할 계획입니다. 현재 캠페인에는 한국의 7대 종교를 비롯한 370여 개 시민사회단체와 60여 개 국제 파트너 단체가 함께하고 있습니다.

남북 유엔 동시 가입 30년, 이제는 한국전쟁을 끝내고 적대 관계를 청산해야 합니다

 

남북 통신연락선 복원이라는 반가운 소식도 잠시, 한미연합군사훈련 강행으로 다시 한반도에는 정적이 흐르고 있습니다. 남북은 앞다투어 미사일 발사 시험을 진행하며 군비 경쟁을 벌이고 있습니다. 한국전쟁 종전과 한반도 평화를 위해 절실한 마음으로 활동해온 우리는 남·북·미 정부가 신뢰 회복과 대화 재개를 위해 최선을 다할 것을 강력히 촉구합니다. 더불어 전 세계 각국 정부와 시민들이 한국전쟁의 공식적인 종전과 평화체제로의 전환을 향한 한반도 주민들의 열망을 지지하고 함께 행동해줄 것을 요청합니다. 

 

30년 전인 1991년 9월 17일, 남북은 유엔에 동시 가입하며 평화 공존의 바탕을 만들었습니다. 이는 「남북 기본합의서」와 「한반도 비핵화 공동선언」 채택으로 이어져 남북 관계 발전과 한반도 평화의 이정표가 되었습니다. 3년 전인 2018년 9월 19일, 남북은 「9월 평양공동선언」과 「판문점선언 이행을 위한 군사 분야 합의서」를 채택하여 한반도의 전쟁 위험 제거와 근본적인 적대 관계 해소, 교류협력 증대, 한반도를 핵무기와 핵위협이 없는 평화의 터전으로 만들어 나갈 것과 이를 위한 실질적인 조치들에 합의하는 진전을 이루었습니다. 더불어 군사적 긴장 완화와 신뢰 구축을 위한 구체적인 방안에도 합의했습니다. 

 

빛나는 순간도 잠시, 오늘의 현실은 합의에 역행하고 있습니다. 한미는 북한의 핵·미사일 실험 중단을 한반도 비핵화라는 성과로 이어갈 적절한 조치를 취하지 않았습니다. 미국의 사실상 선(先) 비핵화 요구, 강력한 대북 제재, 한미연합군사훈련 강행, 한국의 군비 증강과 공격적인 무기 도입은 상황을 점점 악화시켜 왔습니다. 북한 역시 대화에 응하지 않으면서 남북, 북미가 언제 다시 마주앉을 수 있을지 기약이 없는 상황입니다.

 

지난 3년, 제재와 압박으로는 갈등을 해결하지 못한다는 사실은 다시 한번 확인되었습니다. 이는 팀스피리트 한미연합군사훈련 재개 등으로 남북 대화가 중단되었던 약 30년 전에도 충분히 확인된 것입니다. 이제는 신뢰 구축과 군비 축소를 바탕으로 한 평화를 천명했던 2018년 남북, 북미 합의의 정신으로 돌아가야 합니다. 문재인 정부의 임기가 얼마 남지 않은 지금, 대화 재개를 위한 여건을 조성하는 것이 그 어느 때보다 절실합니다. 이에 우리는 상황 변화를 만들어낼 한국과 미국의 전향적인 행동을 촉구합니다. 코로나19와 자연재해 등으로 인한 북한의 인도적 위기가 심화되고 있는 가운데, 대북 제재 완화 등의 조치를 책임 있게 강구해야 합니다. 대화를 가로막는 군사행동과 군비 증강도 중단해야 합니다.  

 

한국전쟁 종전과 한반도 평화는 오랜 시간이 걸리더라도 결국 포기할 수 없는 과제입니다. 한반도 평화 프로세스가 한 걸음 나아가기 위해서는 70년 넘게 지속된 한국전쟁을 공식적으로 끝내고, 적대 관계를 해소하는 일이 무엇보다 필수적입니다. 코로나19와 기후 위기로 전 세계적인 연대와 협력이 더욱 중요해진 지금, 한국전쟁 종전과 적대 관계 해소는 핵무기도 핵위협도 없는 평화로운 한반도를 앞당기고 국경을 넘어 평화롭게 공존하는 지속 가능한 동아시아와 세계로 나아가는 길을 열 것입니다. 2023년, 정전협정 체결 70년이 되기 전에 한국전쟁을 공식적으로 끝냅시다.

2021 Open Letter to Embassies to the ROK in advance of the 76th session of the United Nations General Assembly and the International Day of Peace

Dear Ambassadors,

 

May this letter find you at peace. 

 

We would like to express our gratitude in anticipation of your government’s continued efforts for a peaceful resolution of the Korean Peninsula conflict.

 

We are writing to you on behalf of the Korea Peace Appeal Campaign. We call on your government to express support for a formal end to the Korean War in its statement at the 76th session of the United Nations General Assembly in September 2021 as well as at the UNGA’s First Committee on Disarmament and International Security in October 2021.

 

The Korea Peace Appeal campaign is a signature campaign with the aim of ending the Korean War. In July 2020, religious groups and NGOs in South Korea launched  the  campaign to formally end the Korean War and achieve peace on the Korean Peninsula by collecting 100 million signatures to the Korea Peace Appeal from 2020, the 70th anniversary of the outbreak of the Korean War, to 2023, the 70th anniversary of the armistice agreement. 

 

We appeal to the UN and to the governments of the countries involved in the Korean War to end the Korean War and establish a peace agreement; create a Korean Peninsula and a world free from nuclear weapons and nuclear threat; resolve the conflict with dialogue and cooperation instead of sanctions and pressure; and break from the vicious cycle of the arms race and invest in human security and environmental sustainability.

 

Thirty years ago in September 1991, South and North Korea became members of the United Nations  and also engaged in inter-Korean dialogue for reconciliation and cooperation. North and South Korea negotiated the Agreement on Reconciliation, Non-aggression and Exchanges and Cooperation between the South and the North and the Joint Declaration on the Denuclearization of the Korean Peninsula, both signed in 1991 and effective as of 1992. However, after seven decades of living under the armistice agreement, a vicious arms race continues on the Korean peninsula and the risk of nuclear war remains. 

 

It is time to End the Korean War. 

In commemoration of the two Koreas’ UN membership and the International Day of Peace, we call on the international community to support formally ending the Korean War.  We witnessed the possibility of an end to the hostile relations and beginning of a new era of cooperation and reconciliation on the peninsula and in the region in 2018. While the peace process has been at an impasse, we must not go back to the days dominated by hostility and anxiety but break through the deadlock by ending the unresolved war. 

 

Cooperation beyond borders has become all the more important in the age of COVID-19 and the climate crisis. The two Koreas should be working together to respond to the pandemic for the good of public health and to advance sustainable development responsive to human needs in the region. 

 

Let’s change the Korean Peninsula from a symbol of confrontation and conflict into a birthplace of peace and coexistence together with peace-loving people around the world. 

We imagine a future where the people of the Korean Peninsula, East Asia and the world cooperate and coexist peacefully. We hope our resources will be used for people’s safety and happiness, for environmental sustainability and a society without discrimination instead of preparing for war. Now, let’s end the Korean War now with our own hands and let’s make a future that could not be achieved for the last 70 years. Let’s shout out loudly together so that our desperate wish for peace reverberates around the world.

 

On the upcoming International Day of Peace, we are eager to hear voices spread throughout the United Nations supporting a formal end to the Korean War.
