저는 지금 오직 한 가지 목적으로 발언을 하려 합니다. 이 발언은 단지 제60차 인권위원회에서 채택된 조선민주주의 인민공화국(이하 북한)에 대한 결의뿐 아니라 그에 뒤이은 특별보고관도 인정하지 않았고, 그 결의안 전체를 절대적으로 거부하였던 북한 정부의 원칙적인 입장을 재확인하는 것뿐입니다.
그럼에 있어서, 저는 사무국에서 부과된 8분 대신 오직 2-3분이 필요했습니다. 방금 끝난 문타본씨의 성명서는 북한을 지난 50년 동안 정치적, 경제적, 군사적인 억압을 위해 정신적인 교전의 일부로써 우리에 대한 적대 세력이 지속적으로 추구하고 조작한 흑색선전같이 보입니다. 그 적대세력은 북한의 국가체제를 전복할 목적으로, 그 어떤 것을 조작하는데 주저하지 않았습니다.
문타본씨의 성명서뿐 아니라 보고서는 오직 이러한 흑색선전을 발표할 목적이며 그러므로 인권의 관점에서 논할 가치가 없습니다. 저는 문타본씨의 성명서와 보고서에 대해 절대적이고 단호하게 거절한다고 반복합니다.
의장님,
세계 도처의 진정한 인권의 증진과 보호를 보장하는 것이 그 신성한 위임사항인 이 위원회가 지금 인권과 아무 관련 없는 교묘한 정치 선전의 장으로 바뀐 것은 실로 비극입니다.
저는 구체적으로 이에 대해 반복할 필요가 있다고 생각하지 않습니다. 그 이유는 인권 영역의 정치화, 선별화 그리고 이중적인 기준에 반대를 유지하고 있는 대다수의 국가들과 그 이유를 같이 하기 때문입니다.
만약 이 위원회가 일방주의, 열강(列强)정치, 주권침해, 체제변환에 본질적으로 흥미를 가지고 있는 국가들의 손에 놀아난다면, 위원회는 이미 추락한 신용을 회복하기는 커녕, 그 존재의 이유를 잃어버릴지도 모릅니다.
심지어 미국이 저지른 무고한 시민 학살과 이라크의 불법침공, 840만여 명의 유괴, 1백만여 명의 대량학살, 20만여 명의 여성과 여아의 ‘일본군위안부’와 같은 한국인들에 대한 일본의 잔인한 범죄에 대해서는 한 마디 언급도 없다는 것이 이 위원회의 현실입니다.
의장님,
북한은 성실(sincerity)과 대조(confrontation)에 준하여 대답해야 한다는 입장에는 변함이 없습니다. 우리는 그 어느 요소보다 대화와 협력을 중히 여깁니다. 그럼에도 불구하고, “인권”의 맥락으로 북한의 국가체제를 전복하려는 시도에 직면하여 협조를 할 생각은 추호도 없습니다. 만약 그 결의의 발의자들이 결의를 수단으로 북한에 그들의 의지를 강요할 수 있다고 믿었다면, 또 다른 큰 실수는 없기를 바랍니다.
우리는 우리의 주권을 잠식하기 위한 어떠한 시도도 용인해서는 안 됩니다.
우리는 또한 우리 인민이 결정했으며 인민의 생명선 같은 유명한 ‘인민중심의 사회주의 체제’를 더 발전시키고, 공고히 할 것입니다.
마지막으로, 저는 할 수 있다면 문타본씨에게 조언을 하고 싶습니다.
당신은 지금 다른 국민들과 한가롭게 담소를 나누는 것이 아닌 한 주권국가와 그 인민들에 대해 이야기 하고 있다는 것을 잊지 말아야 합니다. 당신은 또한 서양의 성실한 예의를 가지고, 지난(至難)한 투쟁으로 인민이 세웠으며, 굳은 결의로 지지하는 고귀한 사회체제의 정치, 문화, 전통을 존중해야 합니다.

STATEMENT OF THE DPRK DELEGATION AT THE INTER-ACTIYE DIALOGT]E L]NDER ITEM 9 (MARCH 29,2005)
Mr. Chairman,
I am now taking the floor for only one purpose. This is just to reaffirm the principled position of the government of the Democratic People’s Republic of Korea which does not accept the resolution on the DPRK adopted at CHR 60 as well as the Special Rapporteure thereon, thus categorically rejecting the resolution in its entirety.
In doing so, I would need only a couple of minutes instead of the time-limit of 8 minutes to which I am entitled by the Secretariat. The statement just made by Mr. Muntarborn appears exactly the same
as the plot propaganda fabricated and persistently pursued by our hostile forces as part of their psychological warfare to repress the DPRK politically, economically and militarily for the last half a century. Our hostile forces would not hesitate in fabricating anything with a view to overthrowing the state system of the DPRK.
Mr. Muntarborn’s statement as well as his report are intended only to represent this propaganda and therefore are not worth commenting in terms of human rights. I am reiterating the categorical and resolute rejection of Mr. Muntarborn’s statement and report.
Mr. Chairman,
It is indeed a tragedy that this Commission, whose sacred mandate is to ensure genuine promotion and protection of human rights throughout the world, has now turned into the ground for tricky political propaganda that has no relevance to the human rights. I don’t think I need to repeat about this in detail, as this is very much identical to the majority of countries maintaining their objection to the politicization, selectivity and double standards in the area of human rights.
If the commission continues to be abused in the hands of those which are intrinsically interested in the unilateralism, power politics, infringement, of sovereignty and regime change, the Commission may lose the very reason for its existence, to say nothing of recovering its already-undermined credibility.
It is the reality of this commission in which no mention has been made of even the illegal invasion of Iraq and the massacre of innocent civilians by the United States and inhumane crimes of Japan against Koreans such as the abduction of 8.4 Million, genocidal massacre of I Million and military sexual slavery of 200,000 women and girls.
Mr. Chairman.
The Democratic People’s Republic of Korea remains invariable in its position to respond to both sincerity and confrontation correspondingly. We attach importance to dialogue and cooperation more than anybody else. Nevertheless, we have no slightest intention to pursue cooperation in the face of attempts aimed at overthrowing the state system of the DPRK on the pretext of “human rights”.
There would be no other big mistakes if the initiators of the resolution believe that they would be able to impose their will upon DPRK by means of resolution. We shall continue not to tolerate any single attempt aimed at encroachinq upon our sovereignty.
We shall also continue to further consolidate and develop the popular mass-centered socialist system of the DPRK which was chosen and valued as a life-line by our people.
Finally I wish to offer a piece of advice, if I may, to Mr. Muntarborn. You should not forget that you are now talking about a sovereign state and its people rather than chatting with others. You should also respect with occidental full courtesy the politics, culture and traditions of a dignified social system which was founded and has been resolutely defended by the people through hard struggle.
