Re: The Appeal of International Community Against the Dispatch of Korean Troops to Iraq

Dear Mr. President,

Allow us to greet you in the name of peace.

We are greatly honored and obliged to convey to you, on behalf of six international organizations, 21 overseas organizations, and 351 Korean civil society organizations, and 149 individuals, who have joined as signatories, the enclosed appeal of the international community in opposition to the request your Administration has made to the Government of the Republic of Korea to dispatch Korean troops to Iraq.

Despite the declaration of the end of the war by your Administration, the war in Iraq continues to rage on. In the course of the continuing war, more people have died than before the declaration. The war has failed to bring peace in Iraq. Against this background, your Administration has formally requested the Government of Republic of Korea to send to Iraq a sizeable infantry capable of independent operation.

The signatories to the enclosed appeal believe the dispatch of Korean troops will, necessarily, bring about greater loser of lives, and will give rise to greater resistance. The dispatch of Korean troops will not contribute to dissolving the conflict between the U.S. military in Iraq and the people of Iraq, but, will only contribute to its aggravation.

The dispatch of Korean military will only worsen the situation in Iraq, and add to the growing resentment of the Arab people. We are of the belief that, in order to bring about a resolution of the conflict in Iraq, the United States of America has to, first, formally acknowledge that its aggression was wrong, to be followed by an announcement of speedy withdrawal of its troops.

We oppose the dispatch of Korean troops. The issue can be re-considered if there is a specific request to the United Nations by the people of Iraq in the course of the national reconstruction effort and if the United Nations decides to establish a peacekeeping force. Even in such situation, we believe humanitarian economic assistance and support for reconstruction efforts would be more effective.

We sincerely hope that you are able to consider the seriousness of the feelings the enclosed appeal contains.
