한국민에게 보내는 아시아의 연대선언 3

 

아래글은 12월 14일 범국민평화대행진 집회에서 발표된 APA-일본위원회의 연대선언입니다. APA(아시아평화연대, Asian Peace Alliance)는 여러국가 평화단체및 개인들로 구성되어 2002년 9월 창립한 네트워크 조직으로 아시아를 비롯 오스트레일리아등 18개국의 평화단체와 개인들로 구성되어 있습니다. 한국에서도 평화를만드는여성회, 평화와통일을만드는사람들, 비폭력평화연대, 자주평화통일협의회등 4개 단체가 참여하고 있습니다. 아래 번역본과 원문을 모두 게재합니다.(편집자주)

평화를 사랑하는 한국민 여러분

우리 APA JAPAN은 미군 병사에 의해 살해된 두 여중생의 죽음을 애도하며 유족들에게 마음속으로 위로의 말씀을 드립니다. 가해자인 미군병사가 한국경찰에 인도되지도 않고 군사법정에서 무죄판결이 나온 것은 부당하고 부정하며, 우리는 미국정부에 대해 강한 분노를 표명합니다.

인간성을 짓밟는 이 같은 미군 범죄 때문에 우리는 얼마나 많이 고통받아야 했습니까? 이 같은 미군의 무죄 판결 때문에 우리는 얼마나 많은 고통을 겪어야 했습니까?

한국의 여러분들이 촛불행진을 하고 단식투쟁하는 한편에서 미군병사에 의한 범죄는 다른 지역에서도 끊임없이 일어나고 있습니다.

11월 오키나와에서는 미군해병대 소령이 오키나와에 살고 있는 필리핀여성에 대해 강간을 저질렀습니다만 미군은 피의자를 일본경찰에 인도하려 하지 않고 있습니다.

2차 세계대전 직후 6살 소녀가 미군병사에 의해 강간, 살인당한 사건을 비롯하여 1995년에는 소학교 소녀가 미군병사 3인에 의해 강간당하는 사건이 발생한 오키나와는 여러분의 아픔을 우리의 아픔으로 삼고 있습니다. 그리고 이렇게 많은 미군기지를 초래한 계기가 된 전쟁의 가해국인 일본이 일미군사협력을 확대하며 다시 전쟁을 일으키려는 것에 대해 APA JAPAN은 강력한 반대를 표명합니다.

미군이 다른 나라 사람들의 생명을 경시하고 비인간적인 폭력행위를 되풀이 해온 것은 미군병사 자신도 비인간화하는 것입니다. 누구의 이익이 되는 것입니까. 멀리 떨어진 안전한 곳에서 지시를 내리는 권력자만이 아픔을 느끼지 않고 다시 전쟁을 시작하려는 것입니다.

미군에 의한 한국 사람들의 희생과 괴로움, 오키나와의 희생과 괴로움 그리고 세계화 속에서 일본 오키나와에 이주노동을 강제 받고 오키나와에서 미군의 무력에 위협을 느끼는 필리핀 여성들의 공포와 괴로움은 모두 결부되어 있습니다.

아시아 지역에 미군기지와 관련시설이 설치되며 군사연습이 있는 한, 주민 특히 가장 약한 입장에 놓인 여성과 아이, 외국인노동자는 미군에 의한 폭력의 위협을 느끼지 않을 수 없습니다.

자, 이제 한국, 오키나와, 필리핀 그리고 모든 아시아 국가들은 미국의 전쟁에 휘말리는 것을 단호히 거절해야 합니다. 미군 때문에 무구한 민중의 생명이 희생되는 일은 더 이상 없어야 합니다.

미군기지를 아시아에서 몰아냅시다.

미국이 피폐한 이라크를 상대로 기도하고 있는 비인도적인 전쟁을 중지시킵시다.

우리 함께 평화의 길을 닦아 나갑시다.

Message of Solidarity from Asian Peace Alliance Japan

To All Peace Loving People in Korea

We, APA Japan, express our sorrow and send our deepest condolence to the families of two junior-high school girls killed by the US soldiers. We also express our strongest indignation at the unfairness and injustice of the fact that the offenders have found 'not guilty' by the US martial court without being extradited to the Korean police. How many times we have suffered from crimes against humanity like this? And how many times we have suffered from the impunity of the US military like this?

While you are on hunger strikes, and holding candle lights in Korea, crimes by US soldiers are kept continuing in other regions of the world.

In November in Okinawa, a lieutenant of the US Marine Corps was reported to have attempted rape against a Filipina resident. The US military tried to avoid extradition of the suspect to the Okinawan police.

Okinawa has been witnessing many of such sufferings. A 6 year-old girl was gang raped and killed by US soldiers just after the end of WWII, again a primary school girl was gang raped by three US marines in 1995, and many more. Okinawa is now feeling your pain as her/his own.

Japan, the offender of WWII that caused station of numbers of US bases and soldiers in Asia, on the other hand, are trying to expand its military cooperation with the US and proceeding into a new war.

APA Japan express strong NO! to this move too.

The fact that the US military has been treating life of people in other countries and regions so lightly, repeating inhuman violence, has been making its soldiers dehumanised as well. Who's benefit is this for? Only the powerful sitting in an arm chair commanding from afar does not feel pain. And it's them who intend to start yet another war.

The victimisation and suffering in Korea, the victimisation and suffering in Okinawa, and the terror and suffering of the Filipina from violence of the US military in Okinawa are all in continuum. As long as US bases and other facilities of the military are stationed, and manoeuvres of the military are exercised in Asian region, we are always exposed to violence of the US military. And the most vulnerable people include women, children and migrant workers.

Now, Korea, Okinawa, the Philippines, Japan and all other countries and regions in Asia must firmly reject any involvement into the US war. We must not sacrifice people's life to the US military any more.

Make US bases withdraw from Asia.

Stop the US war against humanity on exhausted Iraq.

Let us pave the way for peace together.
