[Statement] The Chinese government should bear responsibility and make a great effort to eradicate illegal fishing and acts of violence


– ad hoc and emotional response from South Korea may make the problem worse 


On Monday Dec 12 2011, one Coast Guard commando Lee Cheong-ho was stabbed to by sailors of a Chinese fishing boat in an operation to apprehend a Chinese vessel operating illegally near South Korean waters. We, PSPD express our deepest condolences to the late Officer Lee Cheong-ho who died on duty and his family.

It is unacceptable to brandish weapons against law enforcement on illegal acts. The Chinese government has not clamped down on sharply increasing illegal fishing and the use of weapons, thereby taking largely blame for this incident. The promise from the Chinese government to try to prevent recurrence of illegal fishing had not been fulfilled thus far. We strongly urge that the Chinese government should bear responsibility for this incident and make all efforts to eradicate illegal acts of Chinese fishing boats so as to avert the tragedy. 

Many people are outraged by another loss of Korean Coast Guard Officer due to the violence of Chinese fishermen. However, emotional ad hoc response cannot be the real solution. The suggestions such as using firearms or dispatching warships are not appropriate, or rather could make the resolution worse. The government is probably well aware of this. It is required that the government firmly demand a big effort from China into the prevention of accidents, build a cooperative system with the Chinese government to discourage Chinese fishing boats from illegal fishing and acts of violence, and take measures by stepping up the level of punishment and confiscating all fish taken. It is time to rationally deal with this issue so that it will not deteriorate into emotional confrontation between the two countries.
